As the sole governing body in the entire world, the World Government has lots of tools that it can use to enact its justice. The biggest one of them all is clearly the Marine, with the three admirals standing at the pinnacle of power. After all, the admirals are some of the strongest beings in the world. Just one of them is enough to destroy an entire city.

However, there is actually another tool that the World Government has that is even more dangerous than the Marine admirals. When used, it can easily wipe an entire country from the face of the earth in a matter of hours. This weapon is called the Buster Call, and here's everything that you need to know about it.

What Is The Buster Call?

As the name suggests, Buster Call is a call that can be made in order to annihilate a certain target. When the Buster Call is initiated, five closest vice admirals with at least two of their biggest ships, with a total of ten ships, will respond to the call and immediately come to where the call was being made. In a way, the call is the indication of where the target is.

However, rather than conducting an investigation, the ten fully-armed ships will engage and destroy the target until there is nothing left. After all, Buster Call works based on the Marine principle of "Absolute Justice", which means if it is for the sake of justice, then anything is permitted. Unless there is a specific order to save any specific individual, they would even destroy an entire nation just for the sake of one criminal. Ordinary citizens that are caught in the destruction are simply considered to be collateral damage.

That is why many people, including some high-ranking marines such as the former admiral Aokiji, think that Buster Call is an overkill weapon that shouldn't even exist. It gives too much military power to the World Government on top of the overwhelming influence that they already have.

Who Can Initiate The Buster Call?

Due to its massive power, the Buster Call is not something that can be initiated just by anybody. At present, there are ten known individuals that have the authority to initiate the Buster Call, and as expected, all of them are either from the Marine or the World Government. From the Marine side, those people are the three Marine admirals and the fleet admirals. From the World Government, they are the five elders and the commander-in-chief. Lower rank officers can initiate the Buster Call if any of the ten people mentioned before has explicitly given them permission to do so.

The way to initiate the Buster Call is by using the golden den-den Mushi to call the silver den-den mushi. The golden one is usually in the hand of the people who are authorized to initiate Buster Call, while the silver one is usually in the hand of the Marine fleets. When the button on the golden Den Den Mushi is pushed, the silver Den Den Mushi will let out a loud alarm, and then the fleet will immediately go to the location of the golden Den Den Mushi as the designated target of the Buster Call.

Has Buster Call Ever Been Used Before?

One Piece Ohara Incident

In the entire known history mentioned in One Piece, the Buster Call has been used twice. The first time was to destroy Ohara island, Nico Robin's hometown. The World Government, under the direction of the leader of the CP9 at the time, Spandine, deemed the knowledge of the scholars and historians of Ohara to be too dangerous for the world. Spandine himself got his permission to use the golden Den Den Mushi from then-admiral Sengoku.

The second time the Buster Call was used is on the Enies Lobby during the time when Nico Robin was kidnaped by the CP9 and the Straw Hat crews were desperately trying to save her. The one who received permission from then-admiral Aokiji to hold the golden Den Den Mushi was Spandam. To be fair, the man didn't intend to initiate the Buster Call. He just accidentally pushed the button. Nevertheless, once the Buster Call was initiated, it won't stop until Enies Lobby was totally destroyed, or the criminal has been confirmed to be dead or captured.

Can Buster Calls Be Stopped?

Once a Buster Call is initiated, there is no way to stop it until it achieves its objective, which is mainly the total destruction of the target. That being said, while it cannot be stopped, it is actually possible to survive a Buster Call. After all, The Straw Hats manage to flee from the Buster Call in Enies Lobby. Not only that, Nico Robin actually survives two different Buster Calls. Needless to say, it requires a tremendous amount of help and luck, but yes, it is possible to survive something as devastating as the Buster Call.

Nowadays, with the new generation of admirals, such as Fujitora, who put the safety of the civilian above everything else, it's highly unlikely for something as devastating as Buster Call to ever be used again. That being said, anything is possible in One Piece, so let's see if anybody dared to initiate a Buster Call again in the future.
