The World Government was formed centuries ago by the kings of twenty different kingdoms. The alliance of these twenty kingdoms went on to grow in number and currently, there are over 170 countries, who are a part of the World Government, making it the biggest organization in One Piece.
All the countries that are allied with the World Government enjoy certain privileges, however, there are countries in One Piece who have managed to survive on their own. These countries are either under the protection of the Yonko, or they were liberated by the Revolutionary Army or, they never opener their borders to the World Government and chose to remain aloof.
10 Wano Country
Currently, One Piece is heavily focused on the Wano Country, which was also known as the "Country of Gold." The country is ruled by Kaido, who is the captain of the Beasts Pirates. Kaido came to Wano twenty-six years ago and managed to defeat and kill Oden.
Wano Country is isolated from the rest of the world and only a select few people know how to reach Wano safely. According to Oden, the country was previously involved with the rest of the countries of the world, but for an unknown reason, Wano closed its borders.
9 Totto Land
Totto Land is the territory of one of the Yonko, Big Mom, and she rules over the territory as its queen. Totto Land is located in New World and Big Mom holds absolute power over everyone and everything.
Big Mom wants to build a kingdom that would have every possible race in it, which is the main reason why she employed Caesar to work for her. The Whole Cake Island arc is set in Totto Land.
8 Zou
Zou is the kingdom of Minks, and it is located on the top of Zunesha, which is a giant moving elephant. Since the kingdom is on the back of an elephant that moves it is impossible to locate it with the help of the log poses.
Zou is ruled by two kings— Inuarashi and Nekomamushi. The kingdom is loyal to the Kozuki clan of the Wano Country. T Minks were prepared to die in order to protect Raizo from the Beasts Pirates.
7 Germa Kingdom
The Germa Kingdom was allied with the World Government, but after the events of the Whole Cake Island arc, they disassociated themselves from the Germa Kingdom. The Germa Kingdom is known for its high-tech science, and which landed it the name "Kingdom of Science."
It is ruled by the Vinsmoke Family. The Germa Kingdom is the only place in the world that doesn't stay still at one place. Due to its advanced technology, it is able to split into parts and travel over the sea.
6 Skypiea
Skypiea served as the main setting for the Skypiea arc. It serves as the home of three types of species— Skypiea, Shandia, and Birkans. Originally the island served as home to just the Skypieans, but after Jaya was shot up along with the Shandia, it gradually became their home as well.
Finally, the Birkans arrived with Enel. As an island in the sky, Skypiea has unique flora and fauna. There are very few people who actually believe that Skypiea exists.
5 Birka and other Sky Islands
The people of Birka were among the three races that originally lived on the moon. Years ago, they left the moon and settled down on a sky island and named it Birka. Just like the people of Shandia and Skypieans Birkans have wings too, but their wings point downwards.
Eight years ago, Birka was destroyed by Enel and his followers, who then moved to Skypiea and ruled there. Like Birka, there are other sky islands, and it is plausible to assume that they are not affiliated with the World Government in any way.
4 Hachinosu
Hachinosu is currently under the rule of the Blackbeard Pirates, and it is known as the "Pirate Paradise." The island is said to be the birthplace of the Davy Back Fight. However, the island is mainly popular because it was the location where the notorious Rocks Pirates were formed.
3 Sphinx
Sphinx is the birthplace of the legendary pirate, Edward Newgate. After becoming a big-name pirate, Whitebeard took care of the residents of the island by sending them money. The island is currently under the protection of Marco, who is the former First Division Commander of the Whitebeard Pirates.
Sphinx is a small island, and it is very poor, which is why the island could not be affiliated with the World Government as they are too poor to pay the Heavenly Tribute.
2 Kamabakka Kingdom
The Kamabakka Kingdom is the home of the Revolutionary Army. It is filled with pink plants and animals. The island is ruled over by Emporio Ivankov, who is one of the main members of the Revolutionary Army.
It is the same island where Sanji was sent to by Bartholomew Kuma. The inhabitants of the island are Okama, who are known for their Attack Cuisine.
1 Centaurea
Centaurea is an island that is located in the South Blue. Two years ago, the Revolutionary Army fought against an unnamed opponent to gain control of the island. The battle ended in victory for the Revolutionary Army, and they claimed the island for themselves. Currently, nothing else is known about this island.
