Orochimaru was another shinobi with exceptional chakra control, as he learned to use all five Nature Releases despite his relatively average reserves and the lack of any advantage such as Six Paths Senjutsu or the Rinnegan. Shinobi who specialized in medical ninjutsu such as Tsunade, Sakura Haruno, and Kabuto Yakushi can also be counted among those with the best chakra control in the series. While the Fifth Hokage and her student exhibited an unforeseen mastery of techniques such as the Byakugou Seal and chakra-infused punches, showcasing their elite and precise chakra control which made them two of the best medical-nin in history.
Reserves That Border On The Monstrous

Naruto Uzumaki had a fundamental understanding of chakra with his Six Paths Senjutsu, and could use all Nature Releases, as well as a host of kekkei genkai, and even fly and even heal injuries such as lost eyes. Sasuke on the other hand, was able to channel the chakra of the tailed beasts into his Susanoo so precisely that it prompted Kurama to remark that he was as good as the Sage of Six Paths himself. Who Had The Best Chakra Control?
Considering the vast array of shinobi who can perform feats with their chakra control that would leave most normal ninja speechless at their sheer scale, complexity, and power, this question is not an easy one to answer. When looking at shinobi who are purely human, it is a very close race between Sasuke, Naruto, Madara, and Hashirama, with the final list being in that order.
The main justification for Sasuke emerging on top is his feat of channeling the tailed beast chakra into his Susanoo without any prior training, indicating that he has reached a level far beyond human imagination. Naruto comes in a close second with his divine Six Paths Senjutsu, which puts him on a level near that of an Otsutsuki.
Among the Otsutsuki, Hagoromo would probably emerge as having better chakra control than Kaguya, despite how immensely powerful she is. This is due to the fact that Kaguya was relatively less experienced in using her powers, whereas Hagoromo spent decades honing his skills to spread the art of ninshu, and performed incredible feats such as the Creation of All Things Technique which produced the tailed beasts.
