Kakashi was always an avid user of Lightning Release. His signature technique, Raikiri, was developed by him in conjunction with his Sharingan. Unfortunately, Kakashi ended up losing his Sharingan towards the end of the war.

This meant that the Raikiri was no longer accessible to him. To make up for this, Kakashi created a completely new lightning release jutsu, called Purple Electricity.
