The Hokage have always been some of the very best ninjas to have lived in the world of Naruto. These incredibly powerful figures have steered the ship for the village for generations and continue to do so today as well. The Hokage are exceptionally powerful individuals but that is certainly not all they are. They are also political figures whose primary responsibility is protecting their people and shaping their lives to lead them to a better future.
Naruto: Most Disappointing Shinobi In The 4th Great Ninja War
These Shinobi were a huge disappointment in the 4th Great Ninja War in Naruto.
Over the years, fans have seen the Hokage do some incredibly amazing things. While quite a lot of their achievements are related to a display of strength, others are significant in other ways that have shaped the world of ninja for good.

Traditionally, the strongest ninjas, only those who embody the will of fire are made the Hokage. At the same time, these ninjas also need to be highly intelligent beings, who, most of the time, can discern good from bad very well. Every Hokage in Naruto has had their good and bad sides, however, it can be said that all of them aided the village greatly in one way or another. While this list already goes over the many Hokage and the Naruto world, there are others who are not as prominent yet still play a role in driving the plot of Naruto. As such, this list has now been updated.
9 Danzo Shimura (Interim)
Danzo Almost Had The Hokage Title In Grasp
Danzo Shimura was to be made the Sixth Hokage, however, before that could happen, he died. Still, he was the temporary Hokage of the village, and even represented Konoha during the Five Kage Summit in the Land of Iron. Danzo even donned the Hat of the Hokage, which all but confirms that he was a temporary Kage of the village. As far as his achievements go, Danzo was not able to do much, given that he did not live all that long. However, what fans do know is that as Hokage, he'd plunge Konoha into darkness, and had it not been for Ao, he would successfully have done so.
Furthermore, one of Danzo's greatest achievements is being able to fight Sasuke and nearly kill him in battle. Despite Danzo being very old at this point, he could hold his own against Sasuke effectively in battle. As for his services to the village's Hokage, he did not get enough time to do anything. That said, before becoming the Hokage, it can be said that Dabzo did many things, such as establishing the ANBU Root, and taking care of the dirty business of the village.
8 Shikamaru Nara
The Unofficial 8th Hokage Of The Village
Shikamaru Nara was made the 8th Hokage of the village In Boruto. After Naruto was sealed by Kawaki and proclaimed dead, the village clearly needed a new direction. To that end, Naruto's assistant, Shikamaru, was made the next Hokage of the village. This was a rather strange decision, given that Shikamaru does not possess enough strength to be a Hokage.
He also does not inspire the Will of Fire in more obvious ways, and, for those reasons, this decision was another questionable by the elders and the other higher-ups. Still, he was made Hokage anyway. It must also be said that he doesn't consider himself to be the actual Hokage of the village. While he is referred to as Lord 8th, Shikamaru is actually the unofficial Hokage and hasn't gained this title officially since he is reluctant to take it.
He's most likely been the Hokage for 3 years already, and during this time, it can be said that the Leaf Village has advanced greatly in terms of technology. As such, Shikamaru's greatest achievement would be to give Konoha a scientific boost, thanks to the likes of Amado. Through Delta, Ada, and Daemon, he also managed to tighten up the defenses of the village even further. Furthermore, it can be said that under Shikamaru's reign, there was no war in or around Konoha, and that is yes another great achievement of his.
7 Second Hokage
Brought Some Stability
The Second Hokage is certainly not the most popular one and this is down to his hardline policies and the way he discriminated against quite a lot of the people in his own village, especially the Uchiha. That said, the second Hokage did do some good for the village. He brought more stability after Hashirama established it in the first place.
He created things such as the Academy and the Konoha Police Force. He was also the one responsible for creating the Chunin Exams and many of the administrative changes in the village were actually brought forward by him. In that regard, he is one of the very best Hokage to have ever lived.
6 Sixth Hokage
Brought Stability To A War-torn World
The Sixth Hokage was none other than Kakashi. Kakashi took over the position after the conclusion of the Fourth Great Ninja War and this only meant that he had to oversee the restoration of the destruction caused in the war.

Of course, Konoha was unharmed, however, at this point, the Shinobi Union existed and Kakashi had to work together with the other villages to bring about peace and, at the same time, restore the world to its former glory. Kakashi worked hard and ensured that an era of peace emerged. In fact, his reign as Hokage has to be one of the most peaceful seen in the story.
5 Third Hokage
Led Konoha To Victory in 3 Wars
The Third Hokage had many good attributes, however, at the same time, he had many bad ones as well, what stood out most was his treatment of characters such as Naruto and, at the same time, his behavior towards criminals that he was linked to, such as Orochimaru.
Nonetheless, he certainly did do quite a lot of good as well. He upheld the Will of Fire right until his dying breath and, at the same time, he protected it by successfully winning three wars that it took part in. The First, the Second, and the Third Great Ninja War were all led by Hiruzen and he emerged victorious on every single occasion.
4 Fifth Hokage
Saved Countless Lives During Pain's Assault
The Fifth Hokage did not hold the position of Kage for too long, however, in that period of time, she played a significant role in the story. She was the one responsible for leading the village in the Fourth Great Ninja War and, as fans already know, the war was a success. She placed her trust in Naruto and without her love and care, perhaps the world would already have been destroyed by this point.

While far from weak, Naruto is no longer the powerhouse he used to be, and he has been surpassed by a few Boruto characters.
However, she also did more than just that. When Pain attacked the village, she poured all her chakra into saving the village. While the buildings and the infrastructure were certainly destroyed, the people were kept alive solely by Tsunade and that was certainly a miraculous achievement on her part.
3 First Hokage
Created Konoha
The First Hokage was one of the most important figures to have lived in the Naruto world. He was the one who stood at the helm of the Senju Clan during the Warring States Era. Together with Madara, he ended up creating Konoha, which is a massive achievement, no matter what way one looks at it.
Hashirama wanted to create a place where peace prospered and, at the same time, children would not have to be sent to the battlefield again. Of course, he did not succeed in achieving all of this, however, he certainly set the basis for it. The rest was then achieved by his successors.
2 Fourth Hokage
Single-handedly Ended The Third Great Ninja War
The Fourth Hokage is certainly one of the greatest ninja figures to have ever lived. A figure whose name is spoken in the same breath as the likes of the First Hokage, Minato was always known to be generational. He has several major achievements to his name, however, the most impressive one is certainly managing to end the Third Great Ninja War all by himself.
He was the primary reason why the war stopped after he destroyed the Kannabi Bridge and forced the enemy villages to opt for a ceasefire. Furthermore, another one of his great achievements is protecting Konoha from Kurama, however, this one is certainly overshadowed by what he achieved in the Third Great Ninja War before he even hit his prime.
1 Seventh Hokage
Saved The World
The 7th Hokage, Naruto Uzumaki has many great achievements to his name. The greatest of them all is, undoubtedly, saving the world of ninja on countless occasions. Naruto saved the world in the Fourth Great Ninja War and he did so again when the threat of the Otsutsuki kept appearing.
He did so against Toneri and he did it again against Momoshiki. Undoubtedly, Naruto is the greatest and the most significant Hokage to have ever appeared in the story and also the biggest savior of them all, which is expected of the child of prophecy.
Furthermore, after the War concluded, Naruto went on to save the planet once again. This was during the events of The Last: Naruto the Movie. Naruto went to the moon and actually fought off Toneri, who was planning to destroy the entire world and would likely have accomplished this goal. Naruto defeated him, and did so with less than half of his true strength. Later down the line, Naruto even fought against stronger enemies, such as Momoshiki, and saved the world once again.
Given that he was the Child of Prophecy, Naruto did more than just good enough to save his loved ones and everyone else on earth time and again. It is only because of him that so much peace and stability has been maintained on Earth for so many years. Essentially, it can also be said that the Five Nations were brought together due to this one person and that is truly an achievement and a half. He essentially set the building blocks for generations of peace and prosperity to follow, and the entire world order has Naruto Uzumaki, the 7th Hokage, to thank for that. Without him, all this would not have been possible and the world of ninja would still be bickering over small wars and pathetic issues.
