In Naruto, the positions of Five Kage were held by some very powerful individuals who ended up leading the world into a united war against the Akatsuki and, eventually, the likes of Madara. These Five Kage were exceptionally powerful and certainly strong enough to have their names written in history books as legendary figures.

5 Mei Terumi
Fifth Mizukage
Mei Was the Fifth Mizukage and certainly one of the most impressive members of the Five Kage. She was blessed with two powerful Kekkei Genkai, those being Lava Release as well as Boil Release. Her strength and skill were certainly magnificent and she fought bravely against Madara.
However, when compared to the other members of the Five Kage, Mei was certainly among the weaker ones. That said, her role in the 4th Great Ninja War was incredibly important and she certainly deserves more credit for what she achieved.
4 Gaara
Fifth Kazekage
Gaara Is the Fifth Kazekage of the Hidden Sand Village and he's certainly one of the youngest to have ever been given this position. As a result, there was some inexperience from Gaara that was evident throughout the war, however, at the same time, his youthful exuberance also led him to see a different angle and do things that others couldn't even think of.
Gaara was significant in fighting some of the strongest ninjas in the Fourth Great Ninja War, such as his very own father, Rasa. He also led the battle against the Second Mizukage and earned the respect of Onoki. Gaara also took part in saving the Shinobi Alliance from Madara's meteorites, and, above all, he fought in the battle against Madara himself, where he did incredibly well. Towards the end, he even combined forces with Shukaku once again and saved Naruto's life.
3 Tsunade
Fifth Hokage
Tsunade Senju, the 5th Hokage of the village, was extremely important during the 4th Great Ninja War. Even though she spent the vast majority of the time at the HQ, when Madara appeared for the first time, Tsunade entered the battle. She then fought against the reanimated Madara and did incredibly well, earning his praise in the process.

Baryon mode is extremally powerful. These abilities can rival it.
However, even though she ended up using every bit of her power, she was eventually outclassed by him, especially when he started using the power of his Susanoo. Nonetheless, Tsunade continued her role as an incredibly important fighter even after being bisected. She healed countless powerful shinobi and did what she could to make sure that the Shinobi Alliance won the war. Without her incredible efforts, it is highly unlikely that the war would've been won. The Fifth Hokage was instrumental in pulling off a major victory in the war.
2 Ay
Fourth Raikage
The Fourth Raikage was certainly among the strongest ninjas in the Fourth Great Ninja War. In terms of speed and strength, he could hardly be rivaled by anyone. Just like Tsunade, he entered the war quite late and when he did so, he fought against Madara. He put in quite a shift in this fight and surprised Madara with his level of strength as well.
However, at the end of the day, even he wasn't strong enough to do anything against the monstrous legendary fighter of the Uchiha. Nonetheless, he certainly was impressive throughout the war. There just existed stronger fighters who were far above his level and that wasn't something he could do anything about.
1 Onoki
Third Tsuchikage
Onoki was certainly the strongest Kage in the Fourth Great Ninja War. Even though age severely crippled him, he still stood strong as a powerful fighter. He was incredibly resilient by this point and had accumulated quite a lot of wisdom. His will of stone shone brightly during the war and even Madara pinpointed him as the main source of problems when he was fighting against the Five Kage.
His powerful Kekkei Tota ability of Dust Release was extremely dangerous for anyone to contend with and he put up quite a good fight against Madara as well, even though he ended up losing. Onoki owned up to his past mistakes and learned from them. He put all his might into defending the Shinobi world and, at the same time, gave belief to all the other fighters, even the other Kage who were younger than him and needed his wisdom. Quite clearly, he was the strongest of the Five Kage in the Fourth Great Ninja War.
