The Fourth Great Ninja War was the biggest and the most catastrophic event that took place in the world of Naruto. This war was started by none other than Obito and Kabuto, who collaborated to make things incredibly hard for the Shinobi Alliance. While the Akatsuki was at the core of the Fourth Great Ninja War, much of the forces were made up of reanimated ninjas.

These ninjas were reanimated by none other than Kabuto, who had perfected the art of Edo Tensei. While a plethora of powerful ninjas were reanimated during the 4th Great Ninja War, there were quite a few that, for one reason or another, were not brought back. These individuals possessed tremendous strength up their sleeves, which could have been troublesome for the Shinobi Alliance to deal with in the war.

7 Danzo Shimura

Danzo Shimura was a very powerful individual who once considered himself to be the rival of the Third Hokage. Danzo possessed tremendous strength, and his arm made of Hashirama cells, along with his multiple Sharingan, saw to it that he had powers of both the Uchiha and Senju.

At the same time, he even had Shizui's Sharingan, which allowed him to cast Kotoamatsukami. Danzo was, unfortunately, not brought back in the 4th Great Ninja War. The reason for this is, perhaps, the fact that he destroyed his body entirely with a Reverse Tetragram Seal before he died.

6 Might Dai

Might Dai was a very intriguing individual that fans do not know much about. All fans know about him is that he was Guy's father, and that he was known as the Eternal Genin. He did not possess any skill for ninjutsu, however, his skills with Taijutsu were great, and at some point, he mastered the ability of the Eight Inner Gates technique.

In the Third Great Ninja War, he sacrificed his life and fought the Seven Swordsmen of the Mist all by himself and emerged victorious, giving his life in the process. Unfortunately, he was not brought back in this war. Had he been brought back, it would have been an interesting reunion between him and his son. Even Rock Lee could potentially have received some incredible moments if Kishimoto chose to bring him back.

5 Third Kazekage

The Third Kazekage was labeled as the strongest Kazekage in the history of the Hidden Sand Village at one point. He was an incredibly powerful individual, with the Kekkei Genkai of Magnet Release, using which he could control Iron Sand. The Third Kazekage was incredibly skillful, yet, despite all that, he was not brought back in the 4th Great Ninja War.

Why that is the case, fans do not know. Perhaps, it had something to do with the fact that Sasori took his body, and removed all his organs to create a human puppet out of him. Or, it could've been some other reason. A proper explanation has never been provided to the fans, however, had he been brought back, it would have been absolutely incredible to see him test his skills against the likes of Gaara.

4 Kushina Uzumaki

Kushina Uzumaki was a very powerful individual, which is expected, given that she was the Jinchuriki of the Nine Tails. She possessed fiery strength up her sleeve, and her prowess when it came to Sealing Jutsu was absolutely unmatched.

Kushina was, unfortunately, not brought back during the 4th Great Ninja War. Had she returned, fans would have seen her go all out for the very first time, and at the same time, her prowess as a Sealing master would have been put on full display as well.

3 Shisui Uchiha

Shisui Uchiha is one individual that every fan would have loved to see more of. He was incredibly powerful, such that even Itachi couldn't compete with him back when they trained together.

Shisui had access to Sharingan, and his skills as a fighter were immaculate. He died by committing suicide after his eye was stolen by Danzo. Unfortunately, his body could not be retrieved, and as a result, he was not brought back for the war.

2 Sakumo Hatake

Known to be the White Fang of the Leaf, Sakumo Hatake was an incredibly powerful ninja whose strength was said to surpass even that of the legendary Sanin.

Sakumo was tremendously overpowered, however, the circumstances surrounding his decisions as a ninja saw to it that he took his own life. If he returned in the War, fans would've seen him in combat firsthand, and at the same time, perhaps, share some words with his own son as well.

1 Jiraiya

Quite easily, one individual that every fan would have wanted to see in the Fourth Great Ninja War was Jiraiya, a member of the Legendary Sannin. Jiraiya was certainly in contention to return during the war.

However, as Kabuto put it himself, he was not able to retrieve his body or a sample of his DNA properly. As such, Jiriaya was not able to return during the war. If he had returned, fans would absolutely have loved to see him come face-to-face with Naruto Uzumaki, and potentially even the likes of Tsunade.
