7 Itachi Uchiha

Itachi Uchiha is one of the main characters in Naruto. He was the elder brother of Sasuke Uchiha, and arguably the worst big brother in anime history. When Itachi was confronted by Danzo, he decided to follow the latter's plan to massacre the Uchiha Clan to maintain peace within the Hidden Leaf.

The decision to go along with Danzo's plan and not report it to Hiruzen is a big blunder in itself, but what makes it even worse is the fact that Itachi mistreated Sasuke a lot. He actually used genjutsu on Sasuke to show him how he had slaughtered their parents. This was a traumatizing experience for the young Uchiha. Sasuke grew up to become an edgy person who only cared about killing his older brother.

6 Obito Uchiha

Obito might have redeemed himself towards the end of the series, but he will always be remembered for the heinous crimes that he committed. His life changed after Rin's death. He fiercely believed in Madara's ideas and wanted to cast the Infinite Tsukuyomi to attain world peace.

Perhaps his most outrageous decision was attacking the Hidden Leaf with the Nine-Tails. He believed that he could challenge and defeat Minato Namikaze in a fight. However, things did not go according to plan, and he was defeated by the Fourth Hokage.

Naruto Uzumaki is the Seventh Hokage of the Hidden Leaf. He played a key role in the victory of the Shinobi Alliance in the Fourth Great Ninja War, which brought a reign of peace throughout the ninja world.

On his journey to become the Hokage, Naruto made a lot of decisions that caused him and the other people around him a great deal of inconvenience. His dumbest decision was to take responsibility for Sasuke's actions in the Land of Iron. He allowed the ninjas from the Hidden Cloud to beat him up instead of Sasuke.

4 Hiruzen Sarutobi

Hiruzen Sarutobi is the longest-serving Hokage in the history of the Hidden Leaf. Tobirama announced him as his successor during his final moments. Under Hiruzen's rule, the Hidden Leaf prospered a lot, but it was also during the same time that the Leaf had its darkest period.

The massacre of the Uchiha Clan happened when Hiruzen was serving as the Hokage. However, it is incredible that it still wasn't Hiruzen's worst mistake. 3 Jiraiya

His goal was to find the Child of Prophecy and guide him to make the world a better place. Jiraiya was sure that he found the Child of Prophecy when he met Naruto.

During his last ever mission, Jiraiya infiltrated the Hidden Rain village to find out more about its leader, Pain. When Jiraiya confronted Pain, it was easy to see that he was outclassed, yet he still decided to continue fighting. There was a window of opportunity where Jiraiya could have easily escaped. He could have given a more detailed account of Pain's abilities and trained Naruto himself.

2 Tobirama Senju

It is possible to label Tobirama simultaneously the best and the worst Hokage in the history of the Hidden Leaf. He was responsible for introducing several reforms that helped the village to prosper. He created the Academy and the Leaf Police. The concept behind the creation of the Leaf Police was to keep the power of the Uchiha under check.

While it looked like a good idea on the surface, it was responsible for increasing the discontent within the Uchiha Clan. The segregation of the Uchiha Clan from the rest of the village was easily Tobirama's dumbest decision. This eventually led to the Uchiha Clan plotting a coup d'etat against the Hidden Leaf.
