Jonin is a ninja position that exists in the Naruto world. This is a position that not many can gain as it requires one to pass multiple exams, and, more importantly, prove themselves to be capable leaders as ninjas. It must be remembered that Jonin falls directly under the Kage of a village and, as such, it is quite a prestigious rank as well.

7 Hinata Hyuga

As a member of the Hyuga clan, Hinata was always destined for greatness as she was blessed with tremendous powers. She had great control over the Byakugan, and in the latter half of the Naruto series, she proved herself to be very powerful. Despite all that, Hinata never became a Jonin.

This could be tied to the fact that she gave up her life as a ninja altogether after marrying Naruto. Hinata became a housewife and decided to take care of the house as well as her kids. This was quite sad for the fans to witness as it meant that her tremendous potential was never truly fulfilled. That said, Hinata did her fair share of fighting prior to this change as a Chunin, which is still her current rank.

6 Kiba Inuzuka

Just like Hinata, Kiba was a member of Team 8 and a skilled fighter. Kiba was seen taking part in the chunin exams in the original Naruto series. Unfortunately, at this time, he was not made a Chunin. However, during the timeskip of Naruto, Kiba was then promoted to the rank of Chunin.

This meant that he had progressed in many ways over the years. Kiba got even stronger as an adult. However, he never progressed to the rank of a Jonin. What fans know is that Kiba is still a Chunin and he tries to aid Konoha the best he can.

5 Shino Aburame

Known to be a powerful individual, Shino is a character who ended up taking the strangest of all parts in Boruto. Despite being full of potential, Shino ended up becoming an Academy Instructor. He was seen watching over Boruto Uzumaki and his class during their Academy days.

This is quite sad as it confirmed that Shino would remain as a Chunin and that he would never be sent out on major missions, which would inevitably curb his potential as a ninja.

4 Rin Nohara

Out of the many characters that fans saw in the Naruto series, Rin was one of the most tragic ones. She lived during the time of the Third Great Ninja War and was one of the very best friends that both Kakashi and Obito had.

Unfortunately, Rin met her end in this war, which means that she never got the opportunity to progress beyond the level of a Chunin.

3 Iruka Umino

Fans were introduced to Iruka quite early into the series and he was believed to be one of the very few ninjas who had a soft spot for Naruto Uzumaki. Iruka was like an elder brother to Naruto and he still is.

While he was a great inspiration for Naruto in his life, he certainly did not inspire strength. Iruka was quite weak and the fact is that his potential was capped when he became a Chunin.

2 Choji Akimichi

Known to be a member of Team 10, Choji was always a brilliant ninja, especially when food was promised to him. In the first Chunin exams, he took on Dosu and lost the battle. During the timeskip, he took part in another Chunin exams and was promoted to the rank of Chunin successfully.

Since then, however, his progress has stagnated somewhat. In the Fourth Great Ninja War, he did gain a new powerful butterfly mode, however, once again, he was not seen in combat enough. In the Boruto era, it appears that he has still kept his rank of Chunin, however, he's one of the most dependable people in the entire village.

1 Obito Uchiha

Obito Uchiha was an incredible ninja who once aimed to be the Hokage of the village. Obito had the right temperament to become the Hokage, however, tragedy struck this individual when he was presumed to have died in the Third Great Ninja War. Having been rescued by Madara, he was then manipulated into fulfilling his dreams and taking over his mission.

Madara successfully manipulated him, with the breaking point being the death of Rin, which was actually orchestrated by Madara himself. Of course, Obito never returned to his village after Rin's death, which means that his rank as a Chunin never changed. He had the potential to be a Kage of the village and it is quite unfortunate that he ended up giving in to the dark side instead of working towards his goals.
