The people of Sunagakure can be pretty unwilling to trust people at times, but it's understandable why this is the case. It helps that the Raikage has always been a symbol of strength and reliability, meaning that the people living in the Hidden Cloud Village can always feel like their leader has a grasp of the situation no matter what.
While there are always going to be some reasons why this village is going to be unsafe for some reason or the other, most people would agree that Kumogakure is easily one of the safer locations in Naruto. The lack of any major conflict in this village is a huge reason why safety shouldn't be a huge issue here.
