5 Kirigakure

The heinous practices of Kirigakure have certainly eased up over time as the world has entered an era of relative peace. However, there was a time when this place was called the Village of the Bloody Mist, where any student who wished to graduate and become a ninja had to kill someone in a battle to the death.

Many people are glad to see that things have calmed down in this village over time, with the Fifth and Sixth Mizukage helping things become more cultured and organized in a village where violence was commonplace. While there are some people who still want things to go back to the good old days when only the strongest survived, this was a rarity in a city that was otherwise very progressive.

4 Iwagakure

Iwagakure is a strong nation full of dedicated shinobi who will lay down their own lives for the Tsuchikage, even if it comes at the cost of their own life. However, their tendency to constantly try and one-up other villages with shady schemes and business practices is what makes it so challenging to find this place to be a safe haven for people.

Of course, things have improved after the era of peace following the Fourth Shinobi World War, but that peace is fragile and can certainly break at any second. The Hidden Stone Village won't do any favors here, even if the populace is pretty happy and doesn't need to worry about anything drastic happening.

3 Sunagakure

There's no denying that Sunagakure has had a pretty shady history, and the fact that they teamed up with Orochimaru to try and take out the Hidden Leaf Village is proof of this. The Kazekage has always faced a bunch of controversies, and it's only under Gaara's wise guidance that the village has finally managed to flourish as a halfway-decent place to live and enjoy life.

The people of Sunagakure can be pretty unwilling to trust people at times, but it's understandable why this is the case. Still, the place can be relatively welcoming, and the past controversies of the village have served as learning blocks for the rest of the inhabitants to finally prioritize peace and harmony over everything else.

2 Konohagakure

However, there's one place where Konohagakure falls short, and it's in terms of safety. Simply put, there have been way too many conflicts in the village that have endangered civilians over and over again. Unless someone is trained in combat and has access to impressive ninjutsu, trying to live a calm and peaceful life here is challenging because of the many ways innocent can and have lost their lives here over and over again.

1 Kumogakure

Kumogakure is easily one of the most well-run and impressive villages in Naruto. The place looks safe to live in, surrounded by natural defenses and letting its citizens live free of any worries. It helps that the Raikage has always been a symbol of strength and reliability, meaning that the people living in the Hidden Cloud Village can always feel like their leader has a grasp of the situation no matter what.

While there are always going to be some reasons why this village is going to be unsafe for some reason or the other, most people would agree that Kumogakure is easily one of the safer locations in Naruto. The lack of any major conflict in this village is a huge reason why safety shouldn't be a huge issue here.
