The alliance was first proposed at the Kage Summit, which took place between the leaders of the five great Shinobi nations: the Tsuchikage, Raikage, Mizukage, Hokage, and Kazekage. This summit was called in response to Akatsuki's declared intent to capture the jinchuuriki Naruto Uzumaki and Killer B, the hosts of the Nine-Tailed Fox and Eight-Tails, respectively. When Akatsuki member Tobi revealed their plans, the five kage and the head of the Land of Iron, Mifune, refused to hand over the jinchuuriki. In retaliation, Tobi declared the start of the Fourth Shinobi World War.

Seeing the threat Akatsuki posed in capturing all nine Tailed Beasts and utilizing their powers with the mysterious "Eye of the Moon Plan," the leaders agreed they would need to stand united to face this threat. On the suggestion of Mifune, Raikage A was selected to serve as the Supreme Leader of the newly formed Allied Shinobi Forces. This marked the official unification and formation of the allied Shinobi nations to fight together in the looming world war.

It is estimated that at full strength, the Allied Shinobi Forces numbered around 80,000 troops, including both shinobi and samurai soldiers.

To best utilize their forces, the Allied Shinobi Forces established a formal command structure. Below Raikage A as Supreme Leader, key positions included Gaara of the Sand serving as Regimental Commander of the entire force. Five separate divisions were formed within the Great Battle Regiment section, each led by a respected Kage-level Shinobi commander.

In addition, four Supporting Divisions were established for logistical support, medical aid, intelligence, and sensory functions. These divisions were headed by captain-level shinobi like Shizune, Inoichi Yamanaka, and Ao. Strategic planning was overseen by the renowned Nara clan strategist, Shikaku, who served as Chief Strategist at Allied Forces headquarters.

Through this organized structure, the vast armies of the five great nations and the Land of Iron were unified into a cohesive Allied Shinobi Force capable of countering the looming threat of Akatsuki and Madara Uchiha's armies. As the rivals clashed in the Fourth Great Ninja War, the Allied Shinobi Forces found themselves facing unknown dangers from the group Akatsuki and their mysterious leader Tobi. Another looming threat was the true goal Tobi sought: to ensnare the entire planet in an eternal illusion known as the Infinite Tsukuyomi using the Eye of the Moon Plan. To counter this, the Allied Forces redoubled their efforts to find and contain Tobi before he could actualize his plot. They eventually succeeded thanks to Naruto Uzumaki engaging Tobi in combat after unmasking his true identity as Obito Uchiha. In the climactic battle, Naruto was able to overcome Tobi and ensure the Infinite Tsukuyomi would not be initiated.
