However, some pirates, in spite of their effectiveness, are less well-known and respected for the full extent of their abilities.

While many pirates are often quantified in terms of strength, how much damage they've done, and more purely by their physical feats of skill, there are many other ways by which to measure a pirate, and some of those are less talked about. For example, while Buggy, something of a joke character, is not a great fighter, his bounty is well-deserved, at least in part, because he is able to attract many allies in a manner similar to Luffy. Here are some other pirates with skills that have gone overlooked.

5 Bepo

Underrated Skill: Willpower

Bepo is a polar bear mink and a navigator. He is also a senior member of the Heart Pirates, and one of the first to know its founder, Trafalgar D. Water Law. Like other minks, he is a skilled fighter, and he can increase his strength in his sulong form.

He tends to act as a foil to the confident and serious Law, being rather shy and comedic by contrast. He tends to apologize frequently, which has led some of his allies to think he is weak-willed. However, he was one of Law's few crewmates who was able to withstand Silvers Rayleigh's Conqueror's Haki, a power which knocks out weaker-willed opponents.

After a perilous encounter with the Blackbeard Pirates, Bepo is the only one of Law's crewmates confirmed to have survived, other than Law himself. Even if he behaves bashfully, he is truly a resilient character. That doesn't stop the World Government from assuming that he's a pet, though.

4 Mr. 3/ "Loan Shark" Galdino

Mr. 3 is not a physically strong fighter. Even his lower-ranked allies in Baroque Works, namely Mr. 4 and Miss Merry Christmas, are physically stronger than him.

However, a skill that those allied with him tend to appreciate is his strategic mind. He was able to apprehend a pair of giants, who were far stronger than him, by planning a strategic bombing their alcohol and convincing them to blame each other for it. He is also great at using his Doru Doru no Mi to make a variety of objects with his wax, including a makeshift house, death traps, dummies of himself, and keys. The extent to which he can solidify his wax into seemingly any given object needed, depending on his current situation, can also be seen as an extension of his intellect.

After an alliance with Luffy during the Impel Down breakout, and the subsequent war, Galdino stuck with Buggy's Delivery, where he enjoyed a high-ranking position. The organization was later absorbed into the Cross Guild, which was co-led by his former boss, Crocodile, with Buggy installed as a figurehead. Cross Guild's future role in the story, as well as its roster, is heavily speculated upon, but Galdino's strategic acumen could be one of their many assets.

3 "God" Usopp

Usopp is one of the more comical members of the Straw Hat Pirates. With a large nose and a capacity to lie, both reminiscent of Pinocchio, he is seen at times as a weak gag character who exaggerates his strength to compensate for his self-loathing. To some extent, this is the truth, but with one caveat: if given the right motivation, he will rush into danger when cornered.

This is not his only skill, of course; he is capable of manufacturing gadgets for the rest of the Straw Hats, he is strategically inclined, and he is a talented sharpshooter. His most underrated skill, however, is confronting foes when faced with an inordinate amount of fear. This can be seen when he takes on enemies like Chew and Perona, who absolutely frighten him. His fear didn't suddenly disappear, he simply ignored it enough to take out his fear-inducing foes.

When Perona attempted to make him "negative" with the ghosts from her Devil Fruit, it was established he was immune due to being "negative". After being held up as a messianic figure of sorts due to his activities in Dressrosa, he gained far more recognition. This was based on inadvertent actions of his, which some may argue make him overrated, with even former commanders in the Whitebeard Pirates recognizing him as "God Usopp." However, in spite of it all, he remains underrated by the one person who really matters in this scenario: himself. Usopp established that his dream is to become a brave warrior of the sea. If actions truly do speak louder than words, he has already achieved this dream, he just needs to wake up to that fact.

2 "Wet-Haired" Caribou

Caribou was initially established as an antagonist during the earlier chapters of post-timeskip One Piece. He is shown to be a somewhat frightening foe, known for his carnage, slaughtering several marines and attempting to kill the Straw Hat Pirates to gain fame. He is a continual thorn in the side of the Straw Hats. The one skill of his that will come to be appreciated in time, however, is just how crafty he is.

Caribou will immediately ally with the most convenient person available to further his goals. He first attempts to join the fake Straw Hat crew in order to kill them, believing they were real. After failing in this venture, he was inadvertently brought down to Fish-Man Island, where he made use of his Numa Numa no Mi to transform into mud, stealing treasure and kidnapping mermaids by embedding them into his being. After being apprehended for his crimes, a chain of events led to him being dragged to Wano, where he ended up being forced to work in a labor camp. He was later freed by Raizo, and used his powers to aid in a prison break. He was then allowed to board the Thousand Sunny, but the Straw Hats kept him contained due to the majority of them distrusting him. Caribou continually overhears conversations of value, presently possessing knowledge concerning relatively unknown ancient weapons, due to his eavesdropping.

During the Egghead Arc, Caribou attempted to feed this information to the Blackbeard Pirates, who, like him, are allies of convenience. How favorably this will ultimately turn out for him remains to be seen. Regardless, his efforts still manage to dig up some crucial information.

1 Tony Tony Chopper

Underrated Skills: All Of Them

Like every Straw Hat, Chopper is absolutely essential to his crew. He has medical expertise and numerous different forms suited for combat. He is also able to liaison between humans and animals, due to essentially being both, thanks to his Hito Hito no Mi.

His life-saving abilities have aided the crew on numerous occasions, letting them know the severity of any ailment or damage, and also being able to provide cures in most scenarios. He had also assaulted a high-ranking government agent for endangering his friend, and similarly rushed into battle against many pirates of renown as well. As a true Swiss Army knife of a ship's doctor, it seems like he'd be considered a terror to the World Government in the same way his crew mates are.

Unfortunately, one critical lie got included in the information the government spread. Like Bepo, they think he's merely a pet. There is a running gag where characters less familiar with him think he is a raccoon-dog. This rumor is so commonly reiterated that even the fake Straw Hat Pirates saw fit to make their impostor of him a mere stray fox. His bounty currently sits at a thousand berry, previously peaking at fifty, and later a hundred. These paltry sums are even worse next to his crew mates, who all have nine or ten-figure bounties to their names.

While many pirates would probably welcome the low bounty number with enthusiasm due to the limited attention received, Chopper personally feels insulted by his lower bounties and the insinuation that he's merely a pet. Maybe one day he will frighten the World Government enough to make his bounty go even higher. After all, he himself said that, for his crew, he was willing to become a monster.
