In Metal Gear Solid 2: Sons of Liberty, players will once again be able to call upon various allies for advice using the Codec. A staple of the Metal Gear Solid series, the Codec allows Snake and Raiden to communicate silently with any number of allies by utilizing nanomachines. Players will need to know a character's Codec frequency in order to actually contact them, though luckily, the game saves all Codec frequencies that have been used at least once to prevent this from becoming frustrating.

During the two sections of Metal Gear Solid 2: Sons of Liberty, certain characters change their frequencies. For example, Otacon's frequency during the Tanker section is used by the Colonel instead during the Plant, with Otacon claiming a new frequency later on. Similarly, Otacon's save frequency from the Tanker section is used by Rose during the Plant.

Functional Codec Frequencies

MGS2_Raiden Codec

These frequencies can be called to get useful intel or information during the game or offer essential practical benefits (such as the ability to save the game.)

Otacon (Tanker) & The Colonel (Plant)

MGS2_Codec_Colonel

The frequency "140.85" is utilized by the main mission control character in each section of the game. This means it is used to contact Otacon during the Tanker Section, or the Colonel during the Plant section. Calling them will usually provide a reminder of Snake/Raiden's current objective. They can also sometimes provide advice in difficult situations like boss fights.

Otacon (Save, Tanker) & Rosemary (Save, Plant)

MGS2_Save Frequency

The frequency "140.96" is reserved for contacting whoever is responsible for handling your mission data. In simple terms, this is the number to call when it's time to save the game. Otacon and Rosemary each have their own eccentricities when handling Snake and Raiden's save data, with Otacon offering poorly understood proverbs in an attempt to mimic Mei Ling from Metal Gear Solid 1. Rosemary, meanwhile, discusses her relationship with Raiden and offers a little insight into Raiden's life outside the mission.

Pliskin

MGS2_Pliskin_Snake

Pliskin's Codec frequency is "141.80" and initially serves as a way to get intel regarding the layout of Big Shell. He also has amusing reactions to Raiden spotting him sneak around using a cardboard box if players call after seeing it. He sometimes goes dark when he's preoccupied with his own objectives, but will often provide useful information if he answers the call. He becomes much more talkative after revealing his true identity further into the game.

Stillman

MGS2_Peter Stillman

Stillman's Codec frequency is "140.25," allowing Raiden to get in touch with the Bomb Defusal Specialist. While dealing with Fatman's bombs, Stillman can be called for suggestions on how to search for them.

Emma Emmerich

MGS2_Emma Emmerich

After rescuing Emma from Shell-2, players can talk to her on her Codec frequency "141.52" to hear some conversations about her work on "GW."

Other Frequencies

These frequencies are almost exclusively used in mandatory Codec conversations and do not answer when called manually.

Mr. X

MGS2_Codec_Mr X

Mr X. calls Raiden on the Codec frequency "140.48", though they do not respond when Raiden tries calling them back. On the rare occasions that they do offer optional advice, they choose to send it via the phone they gave to Raiden rather than using the Codec.

Ames

MGS2_Ames

Ames speaks to Raiden on frequency "141.72" during their brief meeting in the Shell-1 Core. This occurs after Raiden has infiltrated the area using the Soldier Disguise and an AK, and tracked down a Directional Microphone to search for Ames using his Pacemaker.

President Johnson

MGS2_President Johnson

After dealing with the electrified floor using the Nikita, Raiden is finally able to get to President Johnson. Johnson uses the frequency "141.37" during the cutscene that follows, but doesn't stick around long enough for players to call him at any point after that.
