In Legends of Runeterra, players are usually drawn to cards with large health or power numbers. Knowing that the card players are using can defeat any other card can provide a great boost to confidence when it comes to defeating enemies. However, Norra is an extremely weak Champion both in terms of damage and health numbers.

Thankfully, Norra's effects can be extremely deadly under the right circumstances, which is what makes her so unique in Legends of Runeterra. Players who enjoy defeating their enemies in a unique manner, such as using portals to summon random allies while bypassing enemy defenses and overwhelming them need to look no further because that's what Norra decks are all about.

Norra Heimerdinger

Legends of Runeterra Heimerdinger
  • Norra x3
  • Heimerdinger x3
  • Conchologist x3
  • Junk Construct x3
  • Aloof Travelers x2
  • Quietus x3
  • Shadow Isles Tellstones x2
  • Glimpse Beyond x3
  • Hate Spike x1
  • Glimpse Beyond x3
  • Pokey Stick x3
  • Vile Feast x3
  • Black Spear x2
  • Portalpalooza x3
  • Minimorph x1
  • Vengeance x3
  • Eclectic Collection x2

This deck has many win conditions in it which makes it versatile, but it can be very slow to start up on the offensive. Once the deck gets its combos going though, it's very hard for most meta decks to deal with it. Norra can continually bring allies to the player's field to attack or defend, even on the enemies' turn. She also has the Elusive Keyword which makes her unblockable unless the enemy also has an Elusive unit.

Things like Portalpalooza and Eclectic Collection can fill the player's board up with a full field of enemies that are strong, yet disposable. Portals give the deck a big tempo advantage over most other decks when players are lucky enough. Heimerdinger is also here to act as another win condition and is also able to flood the field with allies.

Consistently being able to have chump blockers, without losing hand advantage or tempo is something players won't find in most decks. If the enemy doesn't have a way to get rid of Heimerdinger or Norra, they will be slowly overwhelmed with enemies until they either die or run out of cards to attack or defend with.

The downside of this deck is that it's extremely susceptible to Aggro based decks. If the enemy gets off to a strong start, it's very hard for players using this deck to bounce back. Since it lacks ways to defeat multiple enemies, or if players are unlucky and don't find Norra or Heimerdinger early on, the deck doesn't have many other ways to stay alive against fast-paced decks.

Norra Elise

Legends of Runeterra Norra
  • Elise x3
  • Norra x3
  • Junk Construct x3
  • The Tea Maker x3
  • Aloof Travelers x3
  • Yordle Captain x2
  • Quietus x3
  • Glimpse Beyond x3
  • Pokey Stick x3
  • Vile Feast x3
  • Portalpalooza x3
  • Minimorph x3
  • Vengeance x3
  • Eclectic Collection x2

This deck is more of an Aggro-Based Norra Deck, which lessens her late-game prowess in comparison to the Norra Heimerdinger variant. However, it makes up for this by covering for Norra's extremely weak early game. Elise and Yordle Captain are great for early-game pressure and for stacking a strong field with Elise's Spiderlings and Yordle Captain's buffs. Yordle Captain even buffs Norra, which makes her all the more dangerous and harder to get rid of.

This is perfect for players who are relying on Norra and her level-up effect as their main way to win the game. Games most likely won't be able to be closed out by the smaller units themselves, but it does help players buy time to get into the position they need to be in in order to efficiently end the game.

Vengeance and Minimorph will dispose of any big enemies that the small units can't get rid of. Glimpse Beyond is the bread and butter to use with Spiderlings or even Junk Construct for extra draw power to up the odds of finding Norra as quickly as possible. Quietus is amazing for getting rid of disruptive, yet indirectly combative and weaker cards. Players won't need to rely on portals as much in the early game with Elise being in the deck either. Eclectic Collection can also come in clutch when players have a full board that just isn't quite strong enough to push the damage needed to win the game.

The downside of the deck is that, without having a strong late game, it has no way to close out games that drag on for an extended period of time. Since this deck is only partially Aggro based, it doesn't have the power of a true Aggro based deck to close out games swiftly. With the deck having its strengths scattered around different stages of the game, this can lead to some inconsistencies if players are unable to find Norra early on.
