One of the powerful Special Grade Curses in the Shibuya Arc, Dagon is incredibly overpowered. He is able to fight four powerful sorcerers in Maki, Naobito, Megumi, and Nanami, all at once and overwhelm them, which is nothing short of magnificent.
His cursed energy is sky-high and his Domain Expansion only causes problems for his enemies even more. Had it not been for Toji, all of them would have died inside his domain.
8 Hanami
Hanami is a powerful curse that fans are very well familiar with. They showed up in the very first season as well, where they took on the collaboration of Itadori and Todo in combat. Hanami is a special grade and he can utilize a very powerful cursed technique called Disaster Plants.
Fans have already seen them being able to manipulate nature around themselves and give their enemies hell. In the Shibuya arc, they end up fighting against Gojo, however, they meet a very early end.
7 Jogo
Jogo also plays a very active part in the Shibuya arc. He ends up fighting against Gojo at the very beginning and is completely crushed. Later on in the arc, he feeds the fingers of Sukuna to Yuji, and to his misfortune, he ends up fighting against Sukuna himself.
The King of Curses absolutely destroys him in combat and uses his own pyrokinetic abilities to overwhelm him. Nonetheless, he was still quite powerful and someone whose strength was acknowledged by Sukuna himself.
6 Mahito
Mahito is a very powerful Special Grade Curse who plays a central role in the Shibuya arc. Not only does he kill Nanami but he also ends up killing Nobara. In the end, he faces Yuji in combat and while he is the dominant force, after Todo shows up, he is pushed back to quite an extent.
Regardless, he is quite powerful, all thanks to his incredible cursed technique, called Idle Transfiguration, using which he can manipulate the souls and, consequently, reshape the entire bodies of individuals. He also has a powerful Domain Expansion, which, essentially, can kill nearly anyone in the story. Unfortunately for him, he ends up being consumed by Kenjaku at the end.
5 Mahoraga
The strongest shikigami offered by the 10 Shadows Technique, Mahoraga is summoned by Megumi during the Shibuya arc for the very first time. This beast has not been tamed by any member of the Zenin Family in history and Megumi certainly is not able to control him either.

4 Kenjaku
Kenjaku did not do much fighting in the Shibuya arc. He is central to sealing away Gojo, however, after that, he only comes into play towards the very end.
After Mahito loses to Yuji and Aoi, Kenjaku uses his Cursed Spirit Manipulation to consume Mahito and gain even greater power than ever before.
3 Toji Fushiguro
Much to the surprise of the fans, Toji Fushiguro shows up in the Shibuya arc as well, thanks to Granny Ogami. He causes all sorts of trouble for the curse users around him and, most importantly, he is seen taking on Dagon in combat. Dagon could overwhelm four powerful sorcerers in Naobito, Nanami, Maki, and Megumi, who were all struggling against him, yet Toji effortlessly dismembers him as if he wasn't even a competition.
He showcases his incredible might once again and kills the special grade curse within the blink of an eye. In the end, he ends up taking his own life in front of his son after gaining a sense of semblance.
2 Sukuna
Yuji Itadori gains the power of 15 fingers in the Shibuya arc and that allows Sukuna to take control for quite some time. During his time in control, he not only defeats Jogo but also Mahoraga at the same time.
Furthermore, he cleaves apart a big part of Shibuya, killing countless people, which then causes great grief to Yuji. While not at full power, the King of Curses is certainly one of the strongest characters who shows up in the Shibuya arc.
1 Gojo Satoru
Undoubtedly, the strongest character in the Shibuya arc is the one who gets sealed at the very beginning, Gojo Satoru. Gojo plays a huge role in the Shibuya arc at the beginning. He fights two Special Grade Curses at once and completely overwhelms both of them. He saves countless people from their deaths and shows off his power incredibly by expanding his domain for just 0.2 seconds.
His incredible Limitless power is on full display during the Shibuya arc at the beginning, however, he's sealed away very early in the arc, which is necessary for the plot to move forward.
