Ever since the Hidden Inventory Arc introduced Toji as a beast who was able to defeat the two strongest sorcerers in the world, the debate about the true power of a Heavenly Restriction began. Despite having no Cursed Energy, both Toji and Maki displayed strength and skill so tremendous that most of the characters in Jujutsu Kaisen simply wouldn't be able to compete with them in a fight.
However, Chapter 253 of the Jujutsu Kaisen manga sees what seems to be the conclusion to Maki and Sukuna's short-lived but highly anticipated battle. Though Maki held her own, Sukuna proved to be far superior and defeated the Heavenly Restriction user without any real trouble. However, Sukuna's strength is an anomaly in the world and can't really be used as a way to measure how a fight would go between the average Jujutsu sorcerer and a Heavenly Restriction user, so let's see which power is better.

To understand what Jujutsu sorcery is, one must understand the nature of Cursed Energy itself. Every human leaks out negative energy based on their emotions, such as fear, hatred, and anger. Whenever this negative energy surrounding a particular topic or fear is accumulated up to a certain point, it begins to overflow, and this excess gives birth to monstrous beings known as Cursed Spirits.
Within the human population, there exist very few people who come under the banner of either Jujutsu sorcerers or Curse Users. These people have trained extensively in controlling their negative energy to the point where the amount of excess Cursed Energy they emit is either negligible or none at all. By doing this, they can use this Cursed Energy to fuel their unique powers, known as Cursed Techniques.
No matter what era it is, you Jujutsu sorcerers are a pain.
Typically, each sorcerer has their technique developed somewhere around the prefrontal cortex in their brain. No one knows what form these techniques can end up taking but they are either shaped by a sorcerer's own personality and affinities or are Inherited Techniques that are passed down through their families. Jujutsu sorcerers are often the most powerful beings in the world and can cause a lot of destruction with their techniques and mastery over Cursed Energy.
Strengths of Jujutsu Sorcery
Jujutsu sorcery is an incredibly powerful asset that allows sorcerers to take down massive threats. Gojo's Cursed Technique, Limitless, gives him the perfect defense as it slows down everything around him infinitely, to the point where nothing can touch him, whereas Sukuna has what many believe to be the strongest offensive technique. Dismantle and Cleave lets him send out invisible slashes of Cursed Energy at blistering speeds, cutting down everything in their path. Sorcerers can also use powerful moves like Domain Expansions and Black Flash.
Weaknesses of Jujutsu Sorcery
While Jujutsu may seem overpowered, there is much about it that can often hold it back. Firstly, anyone born with a certain technique is usually stuck with it forever, though there are a few exceptions to this. This means that if one has a weak technique, they can't do much with it to stronger opponents. The amount of one's Cursed Energy also determines their strength, as someone can have a powerful technique but can't use it properly due to their low reserves of it. Being completely reliant on Cursed Energy makes the sorcerers depend on external factors.

In exchange for the lack of Cursed Energy and Technique, the one with Heavenly Restriction is born with superhuman physical abilities, as seen with Toji and Maki. Though the latter had a Heavenly Restriction, she was born a twin, due to which she still retained a very minuscule amount of Cursed Energy that made her only a little bit more physically superior to her peers. However, after the events of the Culling Game arc, Mai sacrifices her life, allowing Maki to realize the full potential of her Heavenly Restriction.
It was due to this ability that both Toji and Maki were essentially undetectable to Jujutsu users, allowing them to sneak up on someone as perceptive and powerful as Gojo. Toji was able to defeat both Gojo and Geto, who were both Special Grade Sorcerers and widely considered to be the two strongest in the world. Because of his Heavenly Restriction, Toji got past Gojo's Infinity, almost killing him with the Inverted Spear of Heaven.

This ability makes the users extremely strong and blindingly fast, which plays perfectly into how they perform with their Cursed Tools. When armed with the proper loadout, Heavenly Restriction users are among the most powerful characters in the entire series, only being beaten out by the likes of Gojo and Sukuna.
Strengths of Heavenly Restriction
Since they have no Cursed Energy at all, Toji and Maki were essentially ghosts. Being undetectable by sorcerers was just one benefit though, as this lack of Cursed Energy allowed them to walk past and through the barriers of any Domain, which means that they can't be entrapped inside a Domain Expansion. Moreover, using the Soul Split Katana, Toji and Maki could see the souls of any living or non-living thing, letting them cut whatever they wanted, ignoring its hardness.
Weaknesses of Heavenly Restriction
The main weakness of this ability is the fact that they have no special powers other than what they can do with their bodies and weapons. While this makes them very adept as fighters against lower grade curses and sorcerers, anyone in the Special Grade can easily defeat them, as seen with Sukuna's fight against Maki in Chapter 253.
All in all, the answer to this question is multifaceted. A fully realized Heavenly Restriction makes the users far stronger than most characters and also makes them undetectable due to their lack of Cursed Energy. Anyone in the Semi-Grade 1 and lower tier could be defeated by someone with Heavenly Restriction, though the upper tiers of strength in the series, like Gojo and Sukuna, would quite easily defeat them.
