During Chapter 12, head into the Palathon to the Hall of Memories area. After completing the game, turn away from the balcony and head back into the Glaivegate. To find the Veki, take the first right, go down the stairs, take the stairs to the left then head right again. Once you go down a short flight of stairs, go up the ones on the immediate right and you will find the crab-like creature there.
