You can purchase the Medicine Stick from the Vendortron at Gun Runners in Fallout: New Vegas for 23,000 caps with a Barter skill of 100. However, you must own the Gun Runners' Arsenal add-on to buy the Medicine Stick in-game from the Gun Runners shop. In addition, you must have your Guns skill at 100 and your Strength stat at 6 to use it.

If you're not keen on the high price, you can use a cheat and console command to get the Medicine Stick. The command is 'player.additem 0500080E 1', but remember, the first two digits, 05, might change depending on your load order. 05 is the standard load order for the base game plus all DLC and add-ons up to Gun Runners' Arsenal add-on.
