The Fire Mouse Pokemon, Cyndaquil, is the Fire-type starter of the Johto region, and as of Pokemon Scarlet & Violet's Indigo Disk DLC, you'll be able to find Cyndaquil in the wild. However, it will only appear if you contribute Blueberry Points (BP) to one of the League Clubs in Terarium. You'll want to catch and evolve Cyndaquil to unlock their Pokedex entries, but it's ultimately your decision whether to use it in battle or not for the remainder of your Pokemon Scarlet/Violet campaign.

Where to Find Cyndaquil in Indigo Disk
Polar Biome
You will find Cyndaquil in one of the caves in the Polar Biome after you've contributed 3000BP to the Terarium Club (Polar Biome). BP can be sent to other clubs by using the computer in the League Club room. The BPs themselves can't be "bought" or earned from battling Pokemon. Instead, you'll gain a set amount of BP for completing Blueberry Quests (BBQs). You'll want to complete every quest you're sent, but it may be best to prioritize the BBQs with red backgrounds. These are "advanced" BBQs that give you more BPs and will unlock after you've completed a handful of regular BBQs in Terarium.
Once you've expanded the Polar Biome, you'll want to swim out to the island closest to the wall between the Polar and Coastal Biome. There's a cave here that occasionally has Beldum and Metang. If you've expanded the Polar Biome, you will find Cyndaquil, too.
Like Hoenn's Fire-type starter, Torchic, this is the only place where Cyndaquil spawns in Terarium. If you're having trouble finding the cave, then you can refer to the highlighted area in the image below:

How to Get Cyndaquil without Indigo Disk
Trade & Transfer
You can also get Cyndaquil through trading and transferring. If you're trading, you'll need a Nintendo Online Membership. With this, you'll be able to access the Poke Portal and join/form a Union Circle in Scarlet/Violet. Alternatively, transferring can take longer, but if you've caught Cyndaquil in a compatible Pokemon game, you can move it to Scarlet/Violet without having to get an online membership.

What Level Does Cyndaquil Evolve?
The Cyndaquils you catch in Terarium will be around level 58, so you'll need to level it up once to get it to evolve, then once more to obtain its final evolution. If you're obtaining Cyndaquil through HOME or from trade, then Cyndaquil will evolve into Quilava at level 14 and then into Typhlosion at level 36.

How to Get Hisuian Typhlosion in Pokemon Scarlet and Violet
Which Typhlosion is Better?
Hisuian Typhlosion is compatible with Scarlet/Violet, but you'll notice that evolving Quilava in Paldea, Kitakami, or Terarium will turn it into the regular/Johto Typhlosion. If you want the Fire/Ghost-type Hisuian Typhlosion, you'll need to evolve your Quilava in Hisui. This means transferring your Quilava to Legends: Arceus, which can be done through Pokemon HOME.
Deciding which Typhlosion to have in your party comes down to personal preference and what you're looking for in a battler. Both Typhlosion have a base stat total of 534, but the individual stats are different. You'll also want to factor in the type effectiveness of Hisuian Typhlosion compared to regular Typhlosion. Hisuian Typhlosion's dual Fire/Ghost-typing means it has more attacks with coverage, but at the cost of having more type weaknesses.

- Because both Typhlosions have better Special Attack than Attack, the most ideal nature for either one of them is Timid (+Spd, -Attk). You can also have a Modest (+Sp.Attk, -Attk) Typhlosion if you want to prioritize offense over speed.
- The Typhlosions have the same Defense and Special Defense, but Johto Typhlosion has a little more HP than its Hisuian counterpart. However, with poor Defense/Special Defense, it's rare that you'll use Typhlosion as a wall.
- Hisuian Typhlosion has a signature move called Infernal Parade. This is a Ghost-type move that will occasionally burn the opponent. If the opponent has a status ailment (ex: Paralysis), then the power of Infernal Parade is doubled.
If you're looking for a special attacker with more type coverage, then Hisuian Typhlosion is your better option. If you want less type weaknesses and a speedier fighter, then you'll want to choose the Johto/regular Typhlosion.
