Something most players tend to forget is that they do not need to engage every enemy patrol in Helldivers 2. Each mission requires you to complete its primary objective before extraction, not to cleanse the map of all enemies. Completing optional objectives gives bonus rewards, but there is nothing to reap from racking up the most kills.

Hence, the best strategy for staying alive is to engage enemies only when needed. You can do that by pinging enemy locations on the mini-map, and equipping the Localization Confusion booster in Helldivers 2. It is designed to disrupt all nearby tracking systems to make it harder for enemies to zero in on your location.

Localization Confusion does not make you invisible to patrolling enemies. It "increases the time between enemy encounters" during the mission. That can mean several things. Similar to the rest of the boosters in Helldivers 2, the vague in-game description is not helpful. Here is how Localization Confusion actually works in the game.

Helldivers 2 - Localization Confusion Enemy Encounters

Localization Confusion has to be the most poorly explained booster in Helldivers 2. This is because there are two types of enemy encounters, and the game does not confirm which one (or both) the booster is meant to reduce.

Enemy Spawns

Groups of patrolling enemies continue to spawn on the map following a hidden cooldown or number of enemies remaining. This spawn rate was reduced last month to stop enemy patrols from spawning on top of players.

Reinforcements

Terminid breaches and Automaton dropships are also considered enemy encounters in Helldivers 2. There is a hidden cooldown between reinforcements to stop them from happening infinitely.

Following extensive field testing, it can be safely said that the Localizion Confusion booster does not affect enemy spawns in Helldivers 2. It increases the cooldown of reinforcements to reduce the number of breaches and dropships.

Do note that there are RNG elements in Helldivers 2. So, if four breaches or dropships have been tagged to bring more enemies to your location, Localization Confusion has a 40 percent chance of reducing that to three.

Is Localization Confusion Bugged?

Many players believe the Localization Confusion booster is not working in Helldivers 2. This is because there is no way to confirm how many enemy encounters were reduced.

There is no on-screen counter that shows how many enemies you are expected to face during each breach or dropship encounter. Considering the measly 40 percent chance, which would reduce enemy encounters by one or two at best, the booster may as well be not working because of its underwhelming effects.

Being able to reduce enemy encounters would normally put the Localization Confusion booster in the best metal build for high-difficulty missions, but not in its current state. Developer Arrowhead Game Studios will have to tweak the booster in the future.
