If you return to your ship and don’t have the Fallen Hero’s Vengeance cape yet, be patient, as these types of rewards take time to reflect due to backlogs. However, the cape will eventually appear in your armory, so keep checking.
Alternatively, log out of the game and wait a few hours before logging back in. This may help ensure your account is rewarded with the Fallen Hero’s Vengeance cape. Alongside the free Malevelon Creek Cape, the President of Super Earth marked April 3 as the official Malevelon Creek Memorial Day.
