There is only one location where players can upgrade the Hammer in Winds of Anthos: Zimagrad Village. This is the icy village located in the northwestern part of the map; it is always winter there. In order to upgrade the tool, players will need currency, lumber, and smelted ore like the silver ore found in mines in Winds of Anthos.

How to Upgrade the Pitchfork in Harvest Moon: The Winds of Anthos
Unlike all the other tools in this Stardew Valley-like farming sim, it looks like the Pitchfork cannot be upgraded. It is only used to shovel poop from the animals around the barn, so it probably wouldn't do much when upgraded, anyway.
