Where the Wind Blows is the fifth and final Grasslands area side quest in Chapter 2 of Final Fantasy 7 Rebirth. It becomes available after the completion of the Livestock's Bane side quest, which requires players to track down a troublesome fiend for a local farmer named Oliver. After the quest is over, Oliver will mention that Broden needs help with something back in Kalm.

There are five side quests in Chapter 2 of Final Fantasy 7 Rebirth, but players won't have access to all of them right away.

Depending on how many World Intel tasks they've completed in the region, Where the Wind Blows has the potential to be one of the longest side quests in Final Fantasy 7 Rebirth. This is because it requires players to have found and analyzed four of the region's six Lifesprings, which can be a little tricky if they haven't been activating Remnawave Towers up to this point.

How to Start the Where the Wind Blows Side Quest in Final Fantasy 7 Rebirth

To start the Where the Wind Blows side quest, players should head to the Community Noticeboard in Kalm and then speak with Broden at the inn. He'll tell Cloud and the rest of the party that he's not feeling too well and then ask them to help a friend of his fix an old Republic windmill on the northeastern coast of the Grasslands. Upon their arrival there, players will find Mildred, who reveals that she needs a Windmill Gear in order to get the device back up and running.

All Grasslands Lifespring Locations

The next few steps of the Where the Wind Blows side quest require players to have analyzed four of the six Lifesprings in the Grasslands area. If they've already done so, they can skip this section entirely. Otherwise, maps showing the locations of all six Grasslands Lifesprings can be found above. When they get close to a Lifespring, players will come across a colorful bird that will lead them to its exact location. To analyze a Lifespring, they'll simply need to approach it and then press the buttons shown when prompted.

How to Get the Windmill Gear Transmuter Chip in FF7 Rebirth

In order to learn how to craft a Windmill Gear, players will need to get their hands on a special Transmuter Chip, which can be found at the Excavation Intel 1: Bygone Settlement World Intel objective to the west of Bill's ranch. Unfortunately, this only becomes available when players have analyzed two of the region's Lifesprings. Once they've done so, they'll be able to head to the site and use their Chocobo to track the scent of the three Transmuter Chips, just as they did in the Livestock's Bane side quest earlier on. If players already did this before starting Where the Wind Blows, they can skip this step.

Final Fantasy 7 Rebirth Quetzalcoatl Talon Location

To transmute a Windmill Gear, players will need two pieces of Iron Ore, one piece of Lea Titanium, five Beast Bones, and a Quetzalcoatl Talon. The first three ingredients can be found pretty easily by defeating random fiends or foraging in the Grasslands, but there is only one way to get a Quetzalcoatl Talon; that being to beat a Quetzalcoatl. Unfortunately, to find a Quetzalcoatl, players will need to have found four of the Grasslands Lifesprings and unlocked the Classified Intel: Winged Lacertilian of Yore World Intel Combat Assignment; the location of which is southeast of the Mako Pipeline Maintenance Warehouse that players visited during the Lifeline in Peril side quest.

How to Beat Quetzalcoatl in Final Fantasy 7 Rebirth

Upon their arrival at the site, players should hold down the Triangle button to lure out the Quetzalcoatl. The Quetzalcoatl is weak against Ice attacks, so they should make sure to enter the battle with Ice Materia equipped on their main magic users so that they can cast Blizzard and exploit this weakness as much as possible. It's also a good idea to have healing Materia equipped on a few different party members, as some of the Quetzalcoatl's attacks can hit pretty hard.

After defeating the Quetzalcoatl, players should have everything that they need to Transmute the Windmill Gear. Upon doing so, they should fast travel back to the Windmill Settlement and deliver the gear to Mildred. She'll repair the windmill, causing an orb of Cleansing Materia to fall to the ground beneath the spinning blades. After collecting it, players can return to Broden at the Kalm Inn to claim their rewards. For all of their troubles, they'll receive a Whistlewind Scarf, 10 Party EXP, 400 EXP, and an improved relationship with Red XIII.
