High Int Rocks aren't a good way of farming Black Titanium as they can only be obtained from Dr. Bethy Mangano near Clarksburg.
As for Mole Miner Suits, unsurprisingly, they can be found on Mole Miners. Killing Mole Miners is one of the best ways to get Black Titanium quickly in Fallout 76.

They tend to hang out in large groups, sometimes accompanied by naked mole-rat, and will attack players as a deadly posse. They can wield powerful ranged weapons such as Missile Launchers, Shotguns, and more, so they pose a great threat to those who stumble into their territory unprepared.
The best way to take down mole miners is with a powerful gun. Weapons like automatic rifles with good legendary effects are great for taking down enemies like Mole Miners. While some Mole Miners use Missile Launchers, lots of them tend to prefer using a Mole Miner Gauntlet. Because it's a melee weapon, Mole Miners need to get close to the player to inflict damage. So, using a good gun is always a safe bet.

Craft It Or Kill Deathclaws
Black Titanium Ore can be crafted into Black Titanium Scrap at a chemistry station, though the ratio is a bit expensive. It takes 4 Acid and 3 Black Titanium Ore in order to craft 2 Black Titanium Scrap. However, this scrap can also be looted from Deathclaws. Deathclaws can usually be found in the following locations:

While it is fairly costly to turn Black Titanium Ore into scrap, it can be a beneficial way for players who have an abundance of Acid to get extra Black Titanium.
Belching Betty is a mine located in the Ash Heap region that has lots of Black Titanium Ore players can mine.
There's also an event that can randomly start in the Ash Heap region called Breach and Clear. This event is great for getting different types of ore. This includes Black Titanium Ore.
Players can also obtain Black Titanium Ore by purchasing maps from U-Mine-It! Vending Machines. Each map will point the player towards a dig site where they can dig to get a healthy amount of ore. These machines can be found in:

The Cultist Blade is much cheaper to make, but it isn't really that useful. It doesn't do a lot of base damage, and it doesn't have the best durability when compared to other melee weapons.
