How to Change the Weather in Fallout 4
Build a Generator
The first step is building a generator in your settlement, which will give power to any devices that you attach them to. Larger generators create more power but take more materials to build, but you only need a Small Generator to use the shells. Here are the requirements to build one. Trashcan Carla is a vendor who regularly travels through Sanctuary Hills and is a good resource for most junk you may need.

Build a Firework Mortar
Open your workshop menu and go to the miscellaneous section of power. Here you can find firework mortars, which are angled mortars that shoot straight up. Both take the same materials and will work for Weather Change Shells.

Once you've made the firework mortar, attach it to the generator to give it power. Highlight the generator and press the Triangle/Y button to drag the wire to the mortar.
Craft Weather Change Shells
There are three types of shells that you can make. These are Clear, Radstorm, and Rain Shells, which you can craft at any Chemistry Station.

How to Use Weather Change Shells in Fallout 4
Now that you've made the shells, it's time to fire them into the sky. Walk up to the mortar and press the Square/X button to transfer items. The shells will be in the My Misc tab of your inventory. Insert the shells into the firework mortar and enjoy your weather of choice.
