EldenRing's 1.3 update restored missing content to several NPC questlines throughout the game, including the tale of Nepheli Loux. Nepheli Loux is a dual-wielding warrior who players can meet early into their playthrough, and is involved in the questlines of several other characters.
Elden Ring is an action RPG developed by FromSoftware, featuring an adventure across the Lands Between in search of fragments of the titular Elden Ring. When it initially launched, Nepheli Loux's questline ended abruptly and without warning, but the 1.3 update has restored missing content that allows the questline to be completed properly.
Stormveil Castle
Nepheli Loux is first met at Stormveil Castle (before defeating Godrick the Grafted) in a side room that can be found by heading down from the Secluded Cell Site of Grace outside the boss fog, past the troll and assorted soldiers.
A doorway on the left will lead into a room where Nepheli has taken down a knight and can be heard offering the dead knight some words of condolence. Exhausting her dialog here will reveal she is willing to assist the player in fighting against Godrick the Grafted. Her summon sign will appear outside the boss room, though summoning her is unnecessary to progress her story.
Roundtable Hold, Gideon's Daughter
Visiting Roundtable Hold after defeating Godrick the Grafted will allow players to find Nepheli outside Gideon Ofnir's room, near the bookshelves. Exhaust her dialog and Nepheli will reveal Gideon is her adoptive father, discuss her motivations, and then tell the player that she is leaving to continue her journey.
She will vanish when the area is reloaded, and can then be found at the Village of the Albinaurics in Liurna of the Lakes, standing beneath a bridge on the path up into the village itself.
Exhausting her dialog here will cause her summon sign to appear near the Omenkiller boss in the village, though (once again) summoning her is not necessary to progress her story.
After defeating the Omen Killer, she will return to Roundtable Hold once more, where she can now be found downstairs from the Blacksmith.
Speak to Nepheli and then ask Gideon about her to discover that he was responsible for the attack on the Village of the Albinaurics. She is (understandably) upset about this. He claims to have no further use for her and dismisses players. Speaking to her about Gideon will unlock more of her dialog, but an item is needed to progress further from here.
Four Belfries, Finding the Storm King
Players should now travel to Four Belfries in Liurna of the Lakes and retrieve an infused swordstone key from the chest at the summit.
Next, players will need to use the key to open the portal beneath the second belfry and return to the Chapel of Anticipation from the beginning of the game.
After getting revenge on the Grafted Scion and progressing back to the church, players will be able to open a side door outside the church to reach the church's upper level. The Storm King's Ashes can be found here. The Storm King answers no summons but is still essential to completing Nepheli's questline.
The Great Kenneth Haight, and the Lady of Limgrave
Before returning to Nepheli, players should also seek out Kenneth Haight in Limgrave (location circled on the map above) and speak to him to start his questline.
They will then need to travel to Castle Haight and kill the Knight who uses blood weapon arts, before returning to Kenneth to inform him the castle has been cleared out. This will cause him to appear at Castle Haight, where exhausting his dialog will cause him to indicate a desire to seek out a new lord for Limgrave.
Players should now go to Roundtable Hold and give Nepheli the Storm King's Ashes, which seem familiar to her.
After this, traveling to the Godrick the Grafted Site of Grace and heading into the throne room will reveal that Kenneth has chosen Nepheli Loux as the new Lord of Limgrave, and Nepheli will gift the player an Ancient Dragon Smithing Stone.
Completing this questline also unlocks Gatekeeper Gostoc as a vendor again, and he will now sell a second Ancient Dragon Smithing Stone for 20,000 runes.
