As with most Sorceries, Night Maiden's Mist can be purchased from an NPC, but it's important to note that you'll need to complete a small quest for him first. After this, you can get Night Maiden's Mist in Elden Ring by purchasing it from Gowry for 5,000 Runes.
Gowry is located in Gowry's Shack, a little south of Sellia, Town of Sorcery. The closest Site of Grace to it is Inner Aeonia. However, simply finding him is not enough for Night Maiden's Mist. Instead, you will have to progress through his questline.

How to Use Night Maiden's Mist in Elden Ring
First of all, Night Maiden's Mist requires players to have an Intelligence of at least 14, so you will be able to use it quite early. Its attack is quite simple: you launch a mist sphere in front of you, which creates a cloud of mist when it comes into contact with an enemy or obstacle. If the sphere does not hit anything after a few seconds, it will still turn into a cloud.
This cloud of Night Maiden's Mist will be active for approximately 15 seconds, dealing physical damage to anyone who enters the area. This also applies to the player using this Spell. Also, you can charge attacks to increase the radius of the cloud, but this will not affect the damage or duration.
