Back in 2013, Dragon Ball introduced the concept of divinity with Gods of Destruction and Angels with the release of Dragon Ball Z: Battle of Gods. The characters of Beerus and Whis opened a lot of doors for where the series could go next as the movie showed levels of power that fans of the franchise previously thought to be nonexistent. However, the true kicker came towards the end of the film. Just as fans were convinced that Beerus was the epitome of strength in the entire universe, he was suddenly knocked out by Whis in one hit.

That's where the speculation for fans began on who the strongest character in the series truly is and with the introduction of Dragon Ball Super, the series expanded much more and the answer became clear. Angels are mysterious beings that serve as attendants to their Gods of Destruction, but despite this, they are strong enough to defeat them in one hit. The Important Role Angels Serve in the Dragon Ball Multiverse

In Dragon Ball Super, there is a Divine Hierarchy that exists for the entire multiverse to operate on, according to a set of rules and regulations. In this hierarchy, mortals of all universes are at the bottom-most level and are beaten in rank by the various Kais. Above the Kais are the Supreme Kais and the Gods of Destruction, deities charged with creation and destruction respectively, and those whose orders must be obeyed by everyone else.

Above these Gods of Destruction, there is the Omni-King; Grand Zeno, the mightiest being in the entire multiverse. However, the Angels also fit into this hierarchy and bear the responsibilities of guiding, teaching, and serving their God of Destruction and though these Angels are far stronger than their Gods, they must obey them without question.

In the aforementioned rules and regulations, there also exist some for the Angels, despite their overwhelming strength. Aside from the duty of advising their God and teaching them about the nature of their position, the biggest restriction placed upon an Angel is that they have to remain neutral and not get involved with the affairs of the universe, whether they are good or evil. If their universe is ever in any danger, Angels are also not allowed to ask for assistance to save it, as seen by Merus's erasure after he decided to join the fight against Moro.

However, they are allowed to assist those if they feel they need to or if commanded by their God of Destruction, as seen when Whis turned back time to allow Goku to finally kill Frieza or when he helped Future Trunks and Mai. The only known way for Angels to die is due to the automatic erasure that comes from disobeying their commands, as they were spared from the fate that their fallen universes shared in the Tournament of Power.

Other than these basic rules, however, the Angels are largely allowed to do as they please. As a racial trait, they do not need the basic amenities of life such as sleep and though they do not feel hunger or thirst, they can still enjoy whatever treats they desire. This is one of Whis's favorite things to do as he frequently visits Earth, often without Beerus, to enjoy the local cuisine.

The Angels of the Dragon Ball multiverse are a race of humanoid creatures of varying heights and builds, with pale blue skin and white-colored hair. As the attendants to the Gods of Destruction, their formal attire consists of long robes that are adorned with the specific colors and symbols of their respective universe, as well as a staff and a halo around their necks, save for the Grand Priest whose halo is suspended over his head.

As for personality, the one trait that most of the Angels share is that of indifference. This was seen multiple times during the Tournament of Power when Angels would mostly not react whenever their universe got erased and kept the same stern look on their faces. The Angel of Universe 9, Mohito, even gave an eerie smile after his universe was destroyed, which seems to be rather strange as the Angels may have effectively spent millions of years with their Gods of Destruction and Kais, similar to how Whis is with Beerus.

This point is further exacerbated when looking at the Grand Priest during the tournament as he kept the same cold smile on his face. However, this is not always the case. Throughout the series, fans have seen that Whis is very close to Beerus and the rest of the mortals in Universe 7, and this sentiment seems to be shared by Vados and the eldest of all Angels, Kusu, who both showed visible grief when their universes and Gods of Destruction got erased.

Dragon Ball's Angels Are MUCH Stronger Than They Seem

The Angels are unequivocally the strongest beings in the entire Dragon Ball franchise aside from Grand Zeno. This is mainly because these beings are always in a perpetual state of Ultra Instinct. Unlike mortals such as Goku who can only use the technique by tying it to a transformation, it is the Angel's natural state of being as their bodies are attuned to the technique automatically, meaning they can always use it without thought even out of combat situations.

However, despite every single Angel having mastered the Ultra Instinct technique, there still exist degrees of its precision. For example, The Ultra Instinct of Merus far exceeds that of Goku due to his experience and natural attunement to the technique while at the same time, the Ultra Instinct of Whis far exceeds that of Merus for the very same reason, with the Grand Priest's being the most precise of them all.

Aside from this, the Angels have far more abilities that put them above everyone else in power. They have access to similar creation abilities to those of the Supreme Kais and have also been shown with mystical powers that have not been seen by anyone else in the series. To name a few, the Angels can manipulate space and time, travel billions of times faster than the speed of light, and even warp between different universes and timelines. They can also make all different kinds of matter appear out of thin air and can resurrect people.

Their staff can also be used for multiple things, such as instant communication over millions of light years and conjuring matter. Moreover, they also have the power to effortlessly destroy entire planets at the behest of their God of Destruction, as seen when Champa tasked Vados to destroy a planet in Universe 7, to which she complied with a simple tap of her staff.
