The Goku Black Arc executed a lot of twists, dramatic moments, and ultimately provided a strong enemy at the time. Dragon Ball introduced Goku Black, an evil being taking the form of Goku to execute and destroy mortals with Saiyan Biology. Then, we see Zamasu develop his dark ideals, before revealing he is also working with Goku Black, and ultimately, is Goku Black from a different timeline. However, the ultimate culmination of their God complex and power turned to Fused Zamasu, a culmination of both Zamasus in different bodies. However, despite knowing fusion is a threat to the universe, not a lot is explained or known in Dragon Ball.
After all, Fused Zamasu is essentially the fusion of two Gods and immortality into a being that required the Potara Earrings for Goku and Vegeta to use. Even so, what can be examined from Fused Zamasu, and what exactly about this form makes it so terrifying?

The Abilities And Theme
A lot of fans would agree that Goku Black is a Zamasu who not just betrayed his Master and stole Goku's body, but also a Zamasu that understood the irony of using a mortal's body to destroy every mortal. However, whether it's Zamasu or Goku Black, both of them represent the twisted ideology of justice that they believe to be true and pure, which is what makes their Fusion not just terrifyingly designed or powerful, but thematically horrifying to think about when aligned with their powers, and the eventual corruption of their mental state. Fused Zamasu's abilities range from a myriad of options, most of them being destructive, whether they are balls of energy akin to the sun, or amethyst-colored lightning shaped into the wings of an eagle.
Fused Zamasu is not only strong enough that Vegeta and Goku needed to fuse to even stand a chance, but he is also immortal because of one of the Zamasu's gained immortality beforehand. This made killing him pretty much impossible, even if Vegito landed the Final Kamehameha before they broke the Potara Earrings. This makes Fused Zamasu at best only defeatable if he was sealed away, or at worst, a threat that was probably going to be permanent if it weren't for how the arc ended. At the same time, the personalities of both Goku Black and Zamasu made his God complex even worse, declaring himself the one true god of the Dragon Ball Universe and even presenting himself with a halo of light behind him to appeal to his own complex. The theme behind this makes it very clear that Zamasu lost all form of empathy and humility from when he was a simple Apprentice Kai to Gowasu, who rose to a position of ascendance. However, this isn't the worst part of his transformation and fusion.

Fused Zamasu's Deterioration And Flaws
Once Vegito dealt serious damage to Fused Zamasu, not only did the fusion start turning half of his body into purple goo, his visage turned more monstrous than godly, but his mental state began to turn more violent and vengeful, not just for his ego, but towards the Saiyans that he originally hated to begin with. In fact, not only did Fused Zamasu start becoming a powerful, more uncontrollable threat after corruption, Trunks' Spirit Sword defeated him temporarily, but was proven useless as Fused Zamasu spread his essence throughout Universe 7 and left the entire world and the arc almost bittersweet due to the fact. He became a threat even to the main timeline, so that the only way to destroy him was for Goku to call Zeno and to erase that universe.
Ultimately, Fused Zamasu is dangerous for so many reasons, considering everything. Fused Zamasu is the addition and combination of the worst traits of both versions of Zamasu, and the power of it turned his mental state into a fragile thing overall. There could be many reasons as to why the corruption happened, and why the fusion became easier to defeat after. Fused Zamasu's Potara didn't break, but the mental state of these two Zamasu's didn't really mesh well compared to Vegito or Gogeta when comparing fusions. And even now, we don't really know whether Fused Zamasu could be defeated in a normal fight. At the end of the day, Dragon Ball showed an evil Fusion that turned out to be one of the most terrifying culminations of evil in the story.
