Acquiring the Divine Beast Set requires not just exploration but also skill and a boatload of patience. Both pieces of the set can be obtained as potential drops from the Divine Beast Warrior, located in Enir Ilim of the Shadow of the Erdtree DLC. Defeating him does not guarantee the armor pieces, though, so you will need to defeat him multiple times until you acquire both.
