Before A Rift in Time, when you completed a story quest that involved a character in Disney Dreamlight Valley, that was typically when you would fully unlock that character as a villager, like with Olaf or Donald Duck.
This is not the case for Oswald. While you do need to complete the entire series of story quests that make up the second act of A Rift in Time, you will also need to complete Oswald's first friendship quest. Upon completing Oswald's Many Dimensions, you will be able to befriend the lucky rabbit and give him a home of his own.

Disney Dreamlight Valley: How To Complete All A Day At Disney Star Path Duties
The 'A Day at Disney' Star Path has introduced lots of new fun duties in Disney Dreamlight Valley. Here’s a list of all the duties and their rewards.
Dress Up
For some reason, the only way to communicate with Oswald is by dressing up like him. To do this, you will need to equip Oswald's Fedora along with a black shirt and white pants. The quest tab at the top of your wardrobe will show you what clothing will work for this quest. Once you've picked out an outfit that matches the criteria, talk to Oswald.
Gather Flowers
For the next step, you will need to gather eight black or white flowers. Here are some of the flowers that will count for this quest. Flowers from both Dreamlight Valley and Eternity Isle will work.

Once you've gathered enough flowers, find Oswald and talk to him. Turns out there was a mix-up in communication, and he didn't really need the flowers at all.
Follow Oswald
Oswald will run off toward a location on Eternity Isle, which turns out to be EVE's secret room north of The Docks. Talk to Oswald and he will reveal what is blocking you from talking to him, an old-fashioned image that says "The End". Equip your pickaxe and use it to break the image. Upon destroying this barrier, Oswald will be able to talk.
Oswald Needs a House
Turns out what Oswald was trying to say is that he needs a home to sleep in. Instead of putting down a sign and calling Scrooge McDuck, you must gather some materials first. You will need to obtain 15 Tropical Wood, one Amber, and 10 Coal. Tropical Wood can be found in every area of the Wild Tangle. Coal can be found in every single biome by mining, and it can also be purchased from Kristoff's Stall.
Amber is obtained by digging in the Wild Tangle. With all of these materials in hand, go to a crafting station and create Oswaldian Pencil. Rather than a quest item, the Oswaldian Pencil is an accessory that you must equip to progress to the next step.
Take this comically large pencil to Oswald and talk to him. He will give you the floor plan that is needed to build his house. Find a spot where you'd like to build Oswald's house and then place it like you would with any other villager's home. Finally, find Oswald and speak with him again.
The Third Dimension
Despite the cartoonish nature of this scenario, a drawing of a house is still just a drawing. The only way to finish Oswald's house is by making it three-dimensional. Talk to Scrooge at his shop and select "I'd like to order some items" and then choose "Clothing". Select the image of Oswald, which takes you to a menu where you can purchase the 3D Glasses for 1,050 Star Coins.
Equip the 3D Glasses from your Wardrobe and interact with the sign next to Oswald's house. After a brief cutscene, Oswald's home will be finished and the quest will draw to a close.
