In Season 4, Temper Manuals can be dropped from almost any enemy, even early in the game. But this only applies to Magic and Rare ones. As for the Legendary Temper Manuals, they can only be obtained in World Tier 2 and above in Diablo 4 Season 4.

Almost any activity or defeated enemy can drop the coveted Temper Manuals, but the drop rate is quite low. The exceptions are events like Helltides and World and Ladder Bosses, Nightmare Dungeons, and The Pit. The latter is a perfect place since the deeper you go, the greater the chance of getting Legendary Temper Manuals with high affixes.

Each Temper Manual offers you 4 to 5 affixes that you can randomly apply to your Rare, Legendary, or better gear. And, although rarity does not affect the number of affixes in the same Temper Manual in Diablo 4 Season 4, the same cannot be said about stats.

For example, the Magic Natural Schemes Temper Manual offers players +99-155 Thorns as one of the affixes. At the same time, its Rare version increases this stat to +265-414 Thorns. Finally, with the Legendary Temper Manual, you can get +537-840 Thorns. In other words, even the lowest affix of the Legendary version is much better than the highest of the less rare version.
