In the first picture, the player has selected the Harmony perk with Strident Whistle possessing a typical arrowhead, whereas, in the second picture, the player switches to the Explosive Head perk changing the arrowhead to a much bulkier one, showcasing the explosive charge.
Several players have mentioned in the comment section that the feature isn't particularly new, as cosmetic ornaments have changed the arrowheads in the past, namely, the "Aim Is True" ornament for the No Turning Back Legendary Bow showcasing a similar explosive arrowhead.
