The fourth wave of the Civilization 6 Leader Pass added three Rulers of the Sahara leaders, all with unique leader abilities that truly make them stand out in their own way. Players that own the Leader Pass will be able to test out a new Cleopatra persona, Ptolemaic Cleopatra, Ramses II, and King Sundiata Keita. The first two will lead the Egyptian empire while the latter will lead the Mali empire.
This guide will focus on Ramses II, a leader that's making a first appearance in Civilization 6 after his Civilization 5 protagonism leading the people of Egypt. Ramses II's leader ability is completely different from both Cleopatra's and allows players to take a much more obvious road to a Cultural Victory.
Features And Abilities
Just like Ludwig II from the Great Builders lead pass wave, Ramses II's Abu Simbel leader ability incentivizes him to build Wonders in his city to increase his Culture output. On top of this, getting Buildings up and running inside his Districts will also provide a nice Culture boost, especially early on when building the Monument, for example.

How To Play Ramses II
Although some other Egyptian leaders have been slightly more versatile, they are usually always inclined towards going either for a Religious or Cultural Victory. Undoubtedly, given his Abu Simbel unique leader ability, Ramses II's strategy will almost always be aimed toward a Cultural Victory.
Abu Simbel is a great ability to be able to pair with Iteru. It gives players the ability to place their Districts and Wonders on Floodplains tiles while preventing flood damage. On top of this, the Production boost that they receive if built next to a river will increase the rate at which they're built.
If the player plugs in the Corvée economic policy card as soon as they can, they can get a great 15 percent boost to the construction of Ancient and Classic era Wonders such as the Pyramids early on and start benefiting from them right away - in terms of Culture yields from Abu Simbel and unique Wonder bonuses. On top of this policy, with the Monument to the Gods pantheon, they can get an additional 15 percent boost and with the Autocracy government, they can boost it by another ten percent. With the Iteru ability, these Wonders can get up to 55 percent reduced from their Production cost.
If it spawns on the player's map, Ayutthaya is the perfect City-State to rule over with Ramses II since its Suzerain bonus provides a Culture gain equal to ten percent of the construction cost when finishing Buildings - adding to Abu Simbel's 15 percent gain.
Gamers playing with Ramses II can get a stream of Culture coming into their empire throughout a match just by building Wonders and District Buildings. This will lead to a steady amount of visiting tourists that will eventually lead to a Cultural Victory.
