The Great Negotiator's Pack was the start of the Leader Pass DLC series for Civilization 6, but its launch was also accompanied by the free Julius Caesar Pack. The bonus pack adds the legendary Roman Leader to Civilization 6 for players who have linked their platform and 2K accounts.

Although he never took the title in his lifetime, Julius Caesar is often seen as the first Roman Emperor. His conquest of the Gallic tribes and the defeat of his rival Pompey allowed him to secure unprecedented power over the senate, effectively ending the Roman Republic and beginning the Roman Empire. In Civilization 6, these achievements are reflected in his Leader Ability Veni, Vidi, Vici, which grants a large amount of Gold each time players conquer a new City or destroy a Barbarian Outpost.

Updated on September 8, 2023, by Ashely Claudino: Even though Julius Caesar isn't part of the Leader Pass, it was added alongside the first wave of the pack. On August 29, 2023, Civilization 6's Leader Pass became available on consoles after months of being exclusive to PC. This made it possible for players to claim Julius Caesar as a leader on all platforms.

When the update was released, tweaks were made to the unique abilities of various Leader Pass leaders, and Julius Caesar's Leader Ability, Veni, Vidi, Vici, also suffered some balanced changes. This guide was updated accordingly in order to remain accurate.

Julius Caesar's Features & Abilities

As a Leader of Rome, Julius Caesar shares the same Civilization Ability, Unique Unit, and Unique Infrastructure as Trajan, the original Roman Leader in CIvilization 6. However, while Trajan's Leader Ability focuses on building strong infrastructure, Julius Caesar is all about the spoils of war and conquest.

With the tweaks made to the Veni, Vidi, Vici Leader Abilities, Julius Caesar is now more powerful than ever when battling Barbarians, and he can easily make hundreds of Gold in a single turn.

  • Gain 300 Gold after conquering a City for the first time
  • Gain 300 Gold after earning Gold from a Barbarian Outpost
  • Both rewards increase to 500 Gold after researching Metal Casting and 700 Gold after researching Steel
  • +5 Combat Strength and regular XP gain when targeting Barbarians

Civilization Ability

All Roads Lead to Rome

  • Newly founded or conquered CIties automatically gain a Trading Post and a road to the capital if within Trade Route range
  • Trade Routes generate +1 Gold for each Roman Trading Post they pass through

Unique Unit

Legion

  • Unique Roman Classical Era Melee unit
  • Unlocked by the Iron Working Technology
  • Replaces the Swordsman - Bonus strength and can build Roman Forts but higher Production cost
  • Has 1 Build Charge, which can be used to build a Roman Fort for increased defense
  • +20 Production cost
  • 2 Movement, 2 Sight
  • 40 Melee strength
  • 2 Gold Maintenance

Unique Infrastructure

Bath

  • Unique Roman District
  • Unlocked by the Engineering Technology
  • Replaces the Aqueduct
  • -50% Production cost
  • Provides an additional +2 Housing and +1 Amenities

How to Play as Julius Caesar

Civ 6 Julius Caesar Veni Vidi Vici

As players might expect from one of the most famous Leaders of the Classical Era, Julius Caesar focuses heavily on Civilization 6's early-game. The substantial Gold rewards from Veni, Vidi, Vici are most powerful at this time, where 100 Gold might represent a dozen turns of City income. By building up an early military, preferably with the powerful Legions at its core, Julius Caesar players can spread quickly across the map, finding and destroying Barbarian Outposts, conquering Cities and City States.

With a steady income of bonus Gold, Julius Caesar players can then decide whether to pour it back into their army in pursuit of a Domination Victory, or to rest on their laurels and use the money to super-charge the development of their own Cities. The Roman Baths Unique Infrastructure promotes large, powerful Cities, and with the extra territory and Gold from their conquests Julius Caesar players will be free to pursue the Civilization 6 victory of their choice.
