After the conclusion of the Public Safety Saga which formed Part I of Chainsaw Man's story, Tatsuki Fujimoto made a bold move by introducing a new protagonist in the form of Asa Mitaka for the Academy Saga in Part II. The current host of Yoru, the War Devil, Asa finds herself thrown headfirst in a conflict between the Four Horsemen, who are some of the most powerful Devils in the story. In time, she encounters Denji, who is now starting a new life as a high school student, as well as Yoru's older sister Fami, the Famine Devil — another member of the Four Horsemen.
Eventually, Asa gains more control over her newfound abilities and becomes a seasoned Devil Hunter in her own right, but she also learns of a sinister prophecy regarding the return of the most powerful Devil of all, that her sister Fami is desperately trying to prevent. However, she is still yet to learn the true implications of Fami's scheming, which could have disastrous consequences on global stability in the world of Chainsaw Man in the long run.

Who Is The Famine Devil?
The second eldest of the Four Horsemen and the older sister of the War Devil and Control Devil, Fami is a fairly stoic individual when introduced during the Academy Saga in Part II. Revealing little about her true intentions or objectives, she continually meddles in Asa's life, provoking the ire of her younger sister Yoru, the War Devil, who is also one of the Four Horsemen.
On some level, it seems as if Fami genuinely does care for Yoru, even if this sentiment is not reciprocated, although this could also be a ploy to control her. Befitting her name, Fami has a voracious appetite and has been depicted gorging on massive amounts of food in virtually no time. Much like Makima and her reincarnation Nayuta — the current Control Devil — Fami is quite manipulative, can subjugate other humans as well as Devils, and knows far more than she lets on.
Besides being the one responsible for the many deaths caused by the Falling Devil's appearance on Earth, Fami is also the secret leader of the Chainsaw Man Church, and was instrumental in orchestrating the mass weddings which took place among its members. These weddings were actually a front to force individuals into making contracts with the Fire Devil, which led to the loss of their humanity.
The Falling Devil, Death Devil, And The Prophecy Of Nostradamus
All these actions were a response to a disturbing prophecy made by the French seer Nostradamus, which foretold the descent of the Death Devil in July 1999 — the strongest of the Four Horsemen known as the "Great King of Terror" and the most powerful Devil of all. The prophecy is itself based on an actual one of Nostradamus' writings, although its interpretation has been altered to better fit the purposes of the story.

In effect, this prophecy speaks of an apocalypse brought forth by the Death Devil, which will usher in the end of human civilization and the beginning of an era where Devils roam the Earth freely. Soon after Fami explained the implications of the prophecy, the Falling Devil appeared on Earth, as the first of many who are expected to usher in an era of terror. This was later proved to be the work of Fami herself, who was the one controlling the Falling Devil, which raised some pertinent questions about her motive in setting off this turn of events.
The Crux Of The Famine Devil's Plan
Fami's goal, to some extent, is to prevent the apocalypse from eradicating human civilization, as such a calamity would result in the disappearance of all her favorite foods, which in her view, is "the worst scenario imaginable." To this end, she has been striving to subtly manipulate the events of the prophecy for her own ends, as seen in how she used the Falling Devil to wreak havoc on Earth.
She is more than willing to sacrifice as many lives as necessary in order to fulfill this objective, but there is also another layer to her plan. Fami believes that her younger sister, the War Devil, is the only one capable of standing up to the Death Devil, although Yoru has been extremely weakened by the unsteady peace that has reigned over the world of Chainsaw Mansince the Chainsaw Devil consumed and erased the World War II Devil and the Nuclear Weapons Devil.
Consequently, Fami's ultimate aim is to empower the War Devil and restore her strength by plunging the world into chaos and conflict once again, in order to reignite humanity's fear of war itself. Simultaneously, she also seeks to empower the Chainsaw Devil by making society lose faith in Denji's alter ego. Her role in the Chainsaw Man Church's massacre of civilians, the mass wedding contracts with the Fire Devil, and the appearance of the Falling Devil were all part of this scheme, as she hoped to ruin his reputation as a hero and make him stronger through fear.
To achieve this, she plotted to destabilize Denji's peaceful life with Nayuta, by burning down his house, killing his dogs, and forcing him to fend off the attacks of angry mobs, which made him turn into Chainsaw Man once again. Currently, she also has to contend with Asa — who harbors feelings for Chainsaw Man and hopes to make him human again — Yoru, who wants to kill Chainsaw Man, as well as Hirofumi Yoshida from Public Safety, who wants to prevent Denji from revealing his secret identity.
With over a year left for the appointed date to arrive, things are certain to heat up even further, as more powerful Devils descend upon the Earth to herald the coming of the Death Devil. As things stand, it is anyone's guess whether Fami's plan will come to fruition, and the human cost of this strategy may be all too much to bear for Denji and Asa.
