The Wind Waker is one of the many Legend of Zelda video games, so it's only natural it would have its share of references in Breath of the Wild. In fact, the Korok Leaf weapon seems to be taken straight from Wind Waker itself. However, the item that BotW players might want to get is the Garb of Winds shirt.
This Garb of Winds/Lobster Island Shirt is the shirt worn by Link in Wind Waker. On a NG+, Link wouldn't wear the traditional green garb of the hero (rather it was "invisible" to the player), but instead keep his Lobster Shirt getup. This "armor" was part of the second wave of Breath of the Wild's DLC, The Champions' Ballad.
Unlocking the Garb of Winds
Part 2 (The Champions' Ballad) of BotW's DLC was released back in December 2017. Players can download the Expansion Pass for $19.99 if they haven't done so. Simply access the DLC option on the title screen, or pause with (+) and tap R-button to go to the Systems tab. Scroll down and select DLC.
The Expanion Pass DLC won't trigger until Link can leave the Great Plateau/starting area. Get the Paraglider from King Rhoam's spirit, and the EX: Treasure sidequests will be "accepted" and flash across the screen. Some EX Treasures like Midna's Helmet and Majora's Mask can be picked up on the way to Kakariko Village. By contrast, the Garb of Winds is on the opposite side of the Great Plateau.
EX Treasure: Garb of Winds
The Garb of Winds is buried in Cora Lake. It's in at the farthest corner (to the left) in Cora Lake. There'll be a rock that Link can stand on. Face the wall with the "opening" and use Cryonis to build an ice block between the platform and the wall. Players will need about 2. Climb on the second Cryonis block and switch to Magnesis to look for the chest and pull it ashore.
If players are still having a hard time, refer to the yellow chest marker on the above image. Cora Lake is southwest of the Lake Tower, which is south of Lake Hylia and the Great Plateau. Bring Stamina Elixirs in case Link has a hard time scaling the Lake Tower.
Can Garb of Winds be Upgraded?
The short answer is no, the Garb of Winds can't be upgraded. However, it does have level 1 heat resistance, so it's good to wear when exploring certain areas such as the Gerudo Wasteland or Kara Kara Bazaar. In fact, one of Link's Locked Memories is in Kara Kara Bazaar.
The Garb of Winds is good armor to equip if players are lacking heat-resistant armor (i.e: Gerudo Outfit). Its poor base defense of 1 means it can be immediately replaced once Link gets better heat-resisting armor. Considering the Gerudo Wasteland is to the left of the Lake Tower, it's a good idea to grab the Garb of Winds before heading west.
