In Naruto, fans were treated to many incredible villains, most of whom belonged to the Akatsuki. All the members of the Akatsuki were special in one way or another. When Boruto was announced, there were doubts in the minds of fans about whether the series could live up to its predecessor.

Most villains in the early stages of Boruto were underwhelming, but the introduction of Kara changed things. The organization is divided into Inners and Outers. The Inners are the main members of Kara, while Outers are individuals who share the same ideas. Overall, Kara is a powerful organization with many noteworthy characters, but which among them is the best?

7 Amado

Amado served as Inner for Kara, where he oversaw all the research-related activities for the organization. He despised Isshiki and worked in secret to create weapons that would take him down. Amado came up with Eida and Daemon, both of whom had different Shinjutsu abilities. Isshiki was aware of their threat, which is why he ordered their destruction.

Amado later created Kashin Koji, who managed to secure a place among the Inners. When Kara began to fall apart, Amado defected to the Hidden Leaf and earned a pardon from the Hokage. Overall, he is the smartest character in Boruto.

6 Ao

Ao was introduced in Naruto, and he played an important role in the Fourth Great Ninja War. He was presumed dead after the Ten-Tails attack on the Sensor Division's headquarters. However, he somehow managed to survive, and he was given prosthetics by Katasuke Tono. Eventually, he was recruited by Victor, and he became an Outer for Kara.

In Boruto, he fought against the new Team 7. Ao showed off his years worth of experience and gained the upper hand quite easily. Ao was able to use Ninjutsu bullets that were incredibly difficult to dodge. The enhancements made his body more durable and capable of withstanding a lot of damage.

5 Delta

Delta is modeled after Amado's daughter, but she doesn't have any of her traits. She is extremely moody and gets angry at the slightest inconvenience. Delta is also ruthless, and she will destroy anyone who annoys her.

Delta is a highly skilled Taijutsu user, and she was able to hold her ground against Naruto. She has been modified by Amado, who fitted her with various ninja technologies. Delta's strongest weapon is the Destruction Beam, which restricts the opponent from using any regenerative abilities.

4 Boro

Boro was an Inner of Kara and the leader of a fanatical cult that worshiped the Otsutsuki. Given the importance of the Otsutsuki clan in Boruto, it is hardly surprising that there are cults dedicated to them. Boro's skill was acknowledged by everyone within Kara, which is why Isshiki trusted him to protect the coffin containing Naruto.

Boro was able to use three different types of nature releases. He could also use Lava Release, which could melt solid metals with ease. Boro also had powerful regenerative abilities that enabled him to recover from any serious damage almost instantly. He would often use a potent virus in combination with his poison mist to paralyze his target. In the rare event that his core became unstable, he would enter Rampage Mode, in which he became ginormous and gained tentacle-like arms.

3 Kashin Koji

Kashin Koji was an Inner, who was created by Amado using Jiraiya's DNA. The scientist wanted someone inside Kara who would finish off Isshiki Otsutsuki when the time was right. Kashin Koji excelled at Taijutsu, as evidenced by his multiple tussles in the series.

He was able to use Sage Mode, which further enhanced his physical abilities. He could even utilize different jutsu; his Fire Release could incinerate a person in seconds. Given his skillset, Koji was one of the strongest Kara members.

2 Code

Code became the new leader of Kara after Isshiki's death. He was one of the two people who received the Karma, but it was Kawaki who was ultimately chosen to be the vessel for Isshiki. Due to this reason, Code resented Kawaki and openly expressed his frustration with the decision.

Despite not being selected, Code remained loyal to Isshiki Otsutsuki. Code's body has been infused with the DNA of Shibai Otsutsuki, which gives him access to Shinjutsu. Code can create black bands that he can put anywhere. He can use them to travel from one place to another. Amado even placed limiters on Code's body, but he was still considered to have more power than his fellow Inners.

1 Isshiki Otsutsuki

Isshiki Otsutsuki was the leader of Kara. He came to the earth many years ago, and he hoped to cultivate the chakra fruit. But he was betrayed by Kaguya, who left him mortally wounded. Isshiki was left with no option but to take over the body of Jigen, a passing monk.

Isshiki's power was on a completely different level from most of the characters in the series. He had an unnamed Dojutsu, which gave him access to Sukunahikona and Daikokuten. The latter allowed him to store things inside another dimension, and he could summon them at any time. With Sukunahikona, Isshiki decreased his size and that of other inanimate objects. Isshiki Otsutsuki was able to overwhelm both Naruto and Sasuke at the time with almost no problem. There is no denying that he is the strongest Kara member.
