Harley Quinn is an absolute powerhouse in Multiversus. Not to say too much about the game's balance, but it really does feel like this character is beloved by the developers. Harley Quinn is an incredibly fast character with an extremely large repertoire of useful moves that can deal high amounts of damage very quickly and has a couple of great options for actually KO'ing her opponents.

Multiversus is a platform fighter, sure, but it's not exactly like all the other platform fighters. Here are all the ways it's especially unique.

Harley Quinn is, without a doubt, one of the strongest characters by default in Multiversus. So, what Perks should you have equipped on her to make her even stronger? Well, let's take a deeper look since the Perk System in Multiversus has gone through a pretty massive change between the open beta and the full release. These aren't the only Perks that are good on Harley, mind you, but they do seem to be her strongest options overall.

Signature Perk

Smooth Moves

Harley's ground and air Specials also become dodges, giving her brief invulnerability at the beginning of the attack.

Honestly, there's an argument to be made for all of Harley Quinn's Signature Perks, but in our opinion, Smooth Moves is the best option. Glove Control is nice and can make starting certain combos or spiking opponents off-stage easier, but Smooth Moves is the safer option. Managing your Dodge Meter is crucial now in Multiversus, and Harley Quinn is an Assassin. This means that she is much more likely to die at lower percentages than a lot of other characters, so giving her I-frames on a move that was already tricky to approach her while she was using it is a good cool.

It's not the biggest invulnerability window, and it doesn't make this Special do any more damage, but it does make an already useful tool even more useful and it allows Harley to play even more aggressively without fear.

Team Perk

Your team can melee an enemy after hitting them with a projectile to ignite them. If your teammate also selects this Perk, ignite damage and duration is increased.

Snowball Effect

Your team gains a 7 percent damage boost against the enemy with the highest damage. If your teammate also selects this Perk, the damage boost is doubled.

It's rare that we'd be so conflicted between two options as to recommend both, but Harley Quinn's Team Perk option really does just come down to a matter of preference. For the most part, people seem to be using That's Flammable, Doc on her more, but if you don't feel that you'll use her couple of projectile moves enough, then Snowball Effect is a more viable option. However, it's worth noting that it isn't just Harley's Neutral and Side Specials that are considered projectiles, her Down+Attack in the air also counts as one, giving her three different ways to trigger this Perk's effect.

Still, if you find yourself using her hammer, bat, and general punches/kicks more than her confetti, Stuffie Bat, or punching glove than you're going to benefit more from having Snowball Effect equipped, as it basically just functions as a 7 percent passive damage boost.

Strong Perk

You receive a 5 percent increased base Movement Speed.

It's pretty rare that Last Stand isn't the best-in-slot choice for the Strong Perk, but on Assassins, it makes sense not to have it equipped. And, oddly enough, all of the other options don't really benefit Harley all that much either. One could argue that Airwalker is worth using since it can lead to some absurd combo potential, but that's only with specific characters and Harley's aerial attacks are just as good, if not better, than her on-the-ground ones.

So,the only other real option is Speed Force Assist, and while a 5 percent boost might not seem like much, Harley already feels like she's playing Multiversus at a different speed than everyone else anyway, so this Perk will make that divide even larger.

Standard Perk

Pugilist

Your melee attacks deal increased damage.

We're having a tough time thinking of really any character other than maybe Marvin the Martian or Tom and Jerry who aren't worth having the Standard Perk Pugilist equipped on, this Perk is just so universally beneficial. It increases the damage of all attacks at melee range, which is about 90 percent of Harley's moveset, so you'll find a lot of benefit from having it equipped.

Again, there's an argument to be made for other Standard Perk options like Armor Killer or even Static Electricity, but the situations in which these Perks would be beneficial are a lot more specific than just 'whenever you hit with a melee attack' so it's hard to ever justify putting them on over Pugilist.

And lastly, Harley is, once again, an Assassin character which means that she has a lot of small hits that deal less damage than someone like Garnet who has a couple of big hits for high damage. This means that Pugilist will trigger on each and every one of those attacks, allowing Harley to really rack up damage unbelievably quickly on her opponents.
