Locate the tribunal in Candulhallow's Tombstones, northeast of the Elfsong Taverns. Once inside the building, inspect the wall for a portrait; move it to expose a switch that shifts a cupboard, revealing the entrance to the Murder Tribunal. Interact with the door and select the very first dialogue option to input the password and gain access to the Murder Tribunal.
