In partnership with the second goddess of love, Freya, Ishtar appears in the anime series Is It Wrong To Try to Pick Up Girls in a Dungeon. The series centers on a young boy named Bell Cranel who, alongside his goddess Hestia, vows to become a powerful adventurer while looking up to a swordsman called Ais Wallenstein. In the anime's second season, Ishtar is the primary antagonist who kidnaps Bell to sexually abuse him to displease the other goddess of love, Freya; she is deeply infatuated with Bell.
Of the many evil and vicious things Ishtar indulges in, sexual abuse is the most prominent because the cold-hearted goddess is the embodiment of lust. In the series, Lust is a product of the same forbidden alchemy that cost the Elric brothers. As her name depicts, she embodies lust and acts flirtatiously, using her beauty to seduce people to get what she wants. She sees her kind (the homunculi) as evolved humans and holds humanity in contempt, calling them frail. She enjoys battle, violence, and chaos but never lets them influence her decision on a mission.

Although she is now known as Friea, Flare Arlgrande Jioral is a cruel, savage, and sadistic woman. She appears in the anime series Redo of Healer, which portrays the revenge story of the Recovery Hero named Keyaru. Flare made him dependent on drugs and used him as a sex slave.

Medusa is sinister and cruel as she spares not even her daughter from her cruelty. She frequently subjects her to torture when she disobeys her. Medusa views her daughter as a specimen to further her goal of world destruction. She considers the world stagnated and decides to revive evil gods to set the world back in motion. In the anime Saga of Tanya the Evil, Tanya Von Degurechaff was a former salaryman killed by a former employee he had fired due to his strict and ruthless career-minded personality. After being reincarnated into a world of war and magic, the salaryman became Tanya, a little orphan girl with exceptional magic ability that joined the army to rise through the ranks and eventually live a life of leisure.
Reincarnated with a small frame, Tanya looks like a harmless little child, but her enemies and subordinates know otherwise. In the anime series, Tanya is portrayed as a power-hungry individual. She is ruthless to her enemies, sparing not even children when she deems it necessary, as she says they will only grow up to be enemies of the Empire. With utmost efficiency and ruthlessness, Tanya never hesitates to cut down anyone she deems a threat to her or the Empire.
1 Esdeath
Popularly known as the Ice Queen, Esdeath is a loved character who appeared in the Akame Ga Kill anime series. The series focuses on the story of a young man who joins an assassin group called Night Raid to fight against the corrupt Empire. In the series, Esdeath is portrayed as an evil, sadistic and dangerous woman with ice magical powers. She was a high-ranking general of the Empire and lacked empathy for the weak and powerless.
Esdeath enjoyed the thrill of battle and gleefully enjoyed putting her enemies through much pain and torture. Her love for battle made her intentionally incite hatred in people against the Empire so that she could put down more and more rebels. She also once stated that should the Empire ever fall, she would simply start a war to quench her bloodthirst. Esdeath has also been shown to have buried over 400 thousand people alive, showing how bloodthirsty and cruel she can be. However, despite her cruelty and love for bloodshed, she treated her subordinates well.
