Indeed, inputting that combination into the lock (with 4 at the top, 9 in the middle, and 6 at the bottom) will cause the Downtown Watery dock Cult Stash in Alan Wake 2 to open, giving fans access to the items that it holds.

Alan Wake 2: Battery Amps Puzzle Guide
